REGULAR MEETING <br />OCTOBER 17, 1988 <br />APPROVE REQUEST TO ADVERTISE FOR RECEIPT OF BIDS - SALE OF <br />ABANDONED VEHICLES <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, requested permission to advertise for the sale of <br />approximately thirteen (13) abandoned vehicles, which are being <br />stored at South Bend Auto Parts storage lot located at 218 South <br />Grant Street, South Bend, Indiana. It was noted that all <br />vehicles have been stored more than fifteen (15) days, <br />identification checks had been run for auto theft and the owners <br />and lienholders notified. Upon a motion made by Mrs. DeClercq, <br />seconded by Ms. Humphreys and carried, the above request was <br />approved and a date of October 31, 1988, was established for the <br />receiving and opening of sealed bids. <br />ADOPT RESOLUTION NO. 29-1988 - APPROVING ENGINEER'S ESTIMATE OF <br />THE COST OF IMPROVEMENTS TO THE WASTEWATER TREATMENT PLANT, <br />AUTHORIZING THE PUBLICATION OF NOTICE OF BIDS AND AUTHORIZING THE <br />REIMBURSEMENT OF THE CITY FOR FUNDS ADVANCED FOR THE PAYMENT OF <br />NECESSARY PRELIMINARY EXPENSES ACTUALLY INCURRED BEFORE THE <br />ISSUANCE OF WASTEWATER TREATMENT PLANT REVENUE BONDS OUT OF THE <br />PROCEEDS OF THE REVENUE BONDS <br />Mr. Leszczynski advised that the above referred to Resolution No. <br />29-1988 submitted to the Board for adoption is the first step in <br />a long process to begin the improvements at the Wastewater <br />Treatment Plant. <br />The Resolution approves the engineers estimate that has been made <br />public and authorizes the Board to seek bids to begin the <br />improvements project. It also indicates that the City will be <br />reimbursed for upfront costs which it has incurred in regards to <br />this project. <br />Mr. Leszczynski additionally advised that the City did seek and <br />receive a federal grant as well as a state grant for this <br />project. The federal grant has been received and the state grant <br />will be received soon after the final paperwork is completed. <br />Further, Mr. Leszczynski advised that it is anticipated that bids <br />for this $22.5 million dollar project will be received in <br />November, with an award anticipated to be made in December and <br />construction to begin early in 1989. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the following Resolution No. 29-1988 was <br />adopted: <br />RESOLUTION OF THE BOARD OF PUBLIC WORKS OF THE CITY <br />OF SOUTH BEND, INDIANA APPROVING AN ENGINEER'S <br />ESTIMATE OF THE COST OF IMPROVEMENTS TO THE WASTE <br />WATER TREATMENT PLANT, AUTHORIZING THE PUBLICATION <br />OF NOTICE OF BIDS AND AUTHORIZING THE REIMBURSEMENT <br />OF THE CITY FOR FUNDS ADVANCED FOR THE PAYMENT OF <br />NECESSARY PRELIMINARY EXPENSES ACTUALLY INCURRED <br />BEFORE THE ISSUANCE OF WASTE WATER TREATMENT PLANT <br />REVENUE BONDS OUT OF THE PROCEEDS OF THE REVENUE BONDS <br />WHEREAS, the City of South Bend Board of Public Works (the <br />"Board of Public Works"), is a municipal works board and as such <br />is charged (pursuant to IC 36-9-23) with the supervision and <br />control of the construction, acquisition, improvement, operation <br />and maintenance of the sewage works of the City of South Bend, <br />Indiana (the "City"); and <br />WHEREAS, the City has applied for grants from the United <br />States Environmental Protection Agency (the "EPA") and from the <br />Indiana Department of Environmental Management in the amounts of <br />Twelve Million Twenty-three Thousand Eight Hundred and Twenty- <br />six Dollars ($12,023,826.00) and Three Million Six Hundred and <br />Sixty-seven Thousand Eight Hundred and Twenty-five Dollars <br />1 <br />1 <br />1 <br />
