Harrison, P.E., ENV SP, Transportation Engineer <br />TR16-099 Residential Parking by Permit request <br />DATE: September 9, 2016 <br />Background <br />The Board of Public Works received a petition for a Residential Parking by Permit Only in the 100 <br />East block of Donald Street. Residents claim that clients of the Octapharma Plasma Donation <br />Center (Octapharma) take up parking spaces and they are unable to park near their homes. The <br />photo below identifies the location of the business and the yellow lines show the parking areas <br />taken into consideration in the study. <br />The City of South Bend Code of Ordinances require that at least 25% of the available parking <br />spaces must be occupied by non-resident vehicles and that 75% of the available parking spaces <br />must be occupied by vehicles. <br />We deliver services that empower everyone to thrive!! <br />
