REGULAR MEETING <br />JULY 11, 1988 <br />1 <br />1 <br />APPROVE EMERGENCY SHELTER GRANT SUBCONTRACT AGREEMENTS - UNITED <br />RELIGIOUS COMMUNITY AND YOUTH SERVICE BUREAU <br />Mr. Ted Leverman, Bureau of Housing, was present and advised the <br />Board that last year the Bureau of Housing received funds from <br />the State for emergency shelter and subcontracts were awarded to <br />the United Religious Community and the Youth Service Bureau for <br />the period July 1, 1987 to June 30, 1988. The Agreements <br />submitted today for approval are for the period January 1, 1988 <br />to December 31, 1988. Mr. Leverman advised that the Bureau was <br />waiting until the funds from the prior Agreement were spent <br />before entering into these new Agreements. He further advised <br />that the Agreement with United Religious Community is in the <br />amount of $14,312.00 and the Agreement with the Youth Service <br />Bureau is in the amount of $9,095.00. <br />In the accompanying letter to the Board submitted with the <br />Agreements, Ms. Kathryn Baumgartner, Director, Bureau of Housing, <br />advised that the City is in receipt of an Emergency Shelter Grant <br />from the Indiana State Department of Human Services. Two (2) <br />agencies, the United Religious Community and the Youth Service <br />Bureau, will administer these funds. Ms. Baumgartner further <br />stated that the United Religious Community provides shelter for <br />homeless adults and the Youth Service Bureau shelters runaways <br />and youth at risk. Each agency possesses a proven track record <br />and tremendous respect for the services they provide our <br />community. She further stated that a total of $23,407.00 in <br />Emergency Shelter Grant Funds were received. URC will receive a <br />grant of $14,312.00 to pay for rent, utilities, supplies and some <br />social services related to the operation of their homeless <br />shelter. YSB will receive $9,095.00 to pay for operating <br />expenses at the Safe Station. These two (2) agencies have <br />expended the Emergency Shelter Grant funds awarded to them in <br />1987 through the contract which expired on June 30, 1987. She <br />further stated that the Agreements submitted today set -out the <br />requirements for the administration of the Emergency Shelter <br />Grant. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the Agreements as submitted today were <br />approved and executed. <br />APPROVE PURCHASE AGREEMENT - SALE OF CITY -OWNED PROPERTY AT 2221 <br />MEADE STREET <br />In accordance with the acceptance of the counteroffer of $177.50 <br />as submitted by Mr. David C. Popielski, 1523 West Sample Street, <br />South Bend, Indiana, for the purchase of the City -owned lot at <br />2221 Meade Street, the appropriate Purchase Agreement was <br />submitted at this time for Board approval. Upon a motion made by <br />Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the <br />Purchase Agreement was approved and the matter referred to the <br />City Attorney's office for the preparation of the appropriate <br />Quit -Claim Deed. <br />ADOPTION OF RESOLUTION NOS. 19-1988 AND 20- <br />SERVICE REVOLVERS (POLICE DEPARTMENT) <br />Upon a motion <br />and carried, <br />disposing of <br />- DISPOSAL OF <br />made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />the following Resolution Nos. 19-1988 and 20-1988 <br />Police Department revolvers were adopted: <br />RESOLUTION NO. 19-1988 <br />WHEREAS, I.C. 36-9-6-1 gives the Board of Public Works of <br />the City of South Bend the right and duty to have custody of, <br />control of, use of, and dispose of in accordance with Indiana <br />statutes, all real and personal property owned by the City of <br />South Bend; and <br />
