REGULAR MEETING MAY 31. 1988 <br />APPROVE RETURN OF DEDICATIONS OF PUBLIC RIGHT-OF-WAY TO MEMORIAL <br />HOSPITAL <br />Board Attorney Marva J. Leonard -Dent advised that Dedications of <br />Right -of -Way were submitted to the Board a couple of years ago <br />by Memorial Hospital in conjunction with their Petition to Vacate <br />certain public right-of-way. She stated that the Vacation <br />Petition was withdrawn from Common Council consideration so the <br />matter never came back to the Board for approval of the <br />Dedications. She recommended that if the Board determines to <br />deny the acceptance of the Dedications, that they instruct the <br />Clerk to return them to Memorial Hospital. Should the Board <br />decide to accept and approve the Dedications, then the Clerk <br />should be instructed to acknowledge acceptance of the Dedications <br />by the City. She stated, however, that before acceptance, the <br />Board should contact Memorial Hospital to determine if they still <br />want to dedicate the right-of-way to the City. <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, it was determined that the Dedications, accepted for <br />filing with the Board on August 5, 1986, not be accepted and the <br />Clerk be instructed to return the Dedications to Memorial <br />Hospital. <br />APPROVE REQUESTS: <br />- ST. JOE VALLEY WATERCOLOR SOCIETY FOR ONE-WAY STREET <br />DESIGNATION IN CONJUNCTION WITH LEEPER PARK ART FAIR - JUNE <br />18-19, 1988 <br />- NATIONAL ASSOCIATION OF LETTER CARRIERS TO CONDUCT INTERSECTION <br />SOLICITATIONS FOR MDA - JULY 10, 1988 <br />- POTAWATOMI ZOOLOGICAL SOCIETY, INC. TO CHANGE WALL STREET TO <br />ONE-WAY TRAFFIC IN CONJUNCTION WITH ZOOFEST - JUNE 4, 1988 <br />- REDEEMER LUTHERAN CHURCH FOR NO PARKING DESIGNATION IN <br />CONJUNCTION WITH TAILGATE SALE - JUNE 3-4, 1988 <br />- NEIGHBORHOOD HOUSING SERVICES OF SOUTH BEND TO CONDUCT NHS BIKE <br />RACE - JUNE 12, 1988 <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to requests submitted to <br />the Board on May 16, 1988 and recommend approval. Therefore, <br />upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the recommendations were accepted and the requests <br />approved. <br />APPROVE RECOMMENDATION TO REJECT PROPOSAL RECEIVED AND APPROVE <br />REQUEST TO READVERTISE FOR THE RECEIPT OF NEW PROPOSALS FOR DEBT <br />COLLECTION SERVICES FOR PAST DUE AMBULANCE ACCOUNTS FOR THE SOUTH <br />BEND FIRE DEPARTMENT <br />Mr. Leszczynski advised that the Board is in receipt of a letter <br />from Fire Chief Luther Taylor advising that on April 25, 1988, <br />the Board of Public Works received and opened one (1) Proposal <br />for the above referred to services. The Proposal listed as a <br />retainer forty per cent (40%) of all money recovered. As this is <br />five per cent (5%) higher than the last contract, Chief Taylor <br />requested that the Board reject the Proposal and readvertise for <br />new Proposals with a possibility of receiving a lower rate. Upon <br />a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and <br />carried, the recommendation to reject the one (1) Proposal <br />received and request to readvertise for the receipt of new <br />Proposals were approved. <br />APPROVE APPLICATIONS FOR BIDDER QUALIFICATION/CERTIFICATION <br />Mr. Leszczynski advised that Mr. Jimmy Scott, on behalf of the <br />Affirmative Action Review Committee, has advised the Board that <br />after complete review, the Committee has found that the following <br />company has met the requirements of the South Bend Affirmative <br />Action Ordinance: <br />
