REGULAR MEETING MAY 31. 1988 APPROVE RETURN OF DEDICATIONS OF PUBLIC RIGHT-OF-WAY TO MEMORIAL HOSPITAL Board Attorney Marva J. Leonard -Dent advised that Dedications of Right -of -Way were submitted to the Board a couple of years ago by Memorial Hospital in conjunction with their Petition to Vacate certain public right-of-way. She stated that the Vacation Petition was withdrawn from Common Council consideration so the matter never came back to the Board for approval of the Dedications. She recommended that if the Board determines to deny the acceptance of the Dedications, that they instruct the Clerk to return them to Memorial Hospital. Should the Board decide to accept and approve the Dedications, then the Clerk should be instructed to acknowledge acceptance of the Dedications by the City. She stated, however, that before acceptance, the Board should contact Memorial Hospital to determine if they still want to dedicate the right-of-way to the City. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, it was determined that the Dedications, accepted for filing with the Board on August 5, 1986, not be accepted and the Clerk be instructed to return the Dedications to Memorial Hospital. APPROVE REQUESTS: - ST. JOE VALLEY WATERCOLOR SOCIETY FOR ONE-WAY STREET DESIGNATION IN CONJUNCTION WITH LEEPER PARK ART FAIR - JUNE 18-19, 1988 - NATIONAL ASSOCIATION OF LETTER CARRIERS TO CONDUCT INTERSECTION SOLICITATIONS FOR MDA - JULY 10, 1988 - POTAWATOMI ZOOLOGICAL SOCIETY, INC. TO CHANGE WALL STREET TO ONE-WAY TRAFFIC IN CONJUNCTION WITH ZOOFEST - JUNE 4, 1988 - REDEEMER LUTHERAN CHURCH FOR NO PARKING DESIGNATION IN CONJUNCTION WITH TAILGATE SALE - JUNE 3-4, 1988 - NEIGHBORHOOD HOUSING SERVICES OF SOUTH BEND TO CONDUCT NHS BIKE RACE - JUNE 12, 1988 Mr. Leszczynski advised that the appropriate City departments and bureaus have reviewed the above referred to requests submitted to the Board on May 16, 1988 and recommend approval. Therefore, upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the recommendations were accepted and the requests approved. APPROVE RECOMMENDATION TO REJECT PROPOSAL RECEIVED AND APPROVE REQUEST TO READVERTISE FOR THE RECEIPT OF NEW PROPOSALS FOR DEBT COLLECTION SERVICES FOR PAST DUE AMBULANCE ACCOUNTS FOR THE SOUTH BEND FIRE DEPARTMENT Mr. Leszczynski advised that the Board is in receipt of a letter from Fire Chief Luther Taylor advising that on April 25, 1988, the Board of Public Works received and opened one (1) Proposal for the above referred to services. The Proposal listed as a retainer forty per cent (40%) of all money recovered. As this is five per cent (5%) higher than the last contract, Chief Taylor requested that the Board reject the Proposal and readvertise for new Proposals with a possibility of receiving a lower rate. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the recommendation to reject the one (1) Proposal received and request to readvertise for the receipt of new Proposals were approved. APPROVE APPLICATIONS FOR BIDDER QUALIFICATION/CERTIFICATION Mr. Leszczynski advised that Mr. Jimmy Scott, on behalf of the Affirmative Action Review Committee, has advised the Board that after complete review, the Committee has found that the following company has met the requirements of the South Bend Affirmative Action Ordinance:
