HM REGULAR MEETING MAY 2, 1988 FILING OF APPLICATIONS FOR BIDDER UALIFICATION/CERTIFICATION Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the following applications for bidder qualification/ certification were accepted for filing and referred to the appropriate City departments and bureaus for review and recommendation: 1. Northwestern National Life Insurance Company Three First National Plaza, Suite 2710 Chicago, Illinois 60602 2. Maryland National Leasing Corporation (MNC) 502 Washington Avenue, 5th Floor Towson, Maryland 3. New England Merchants Leasing Corporation (BancNewEngland Leasing Group) 3830 Minneapolis City Center 33 South Sixth Street Minneapolis, Minnesota APPROVE AUTHORIZATION OF BOARD ATTORNEY TO REQUEST LICENSED TAXICAB COMPANIES TO PROVIDE MONTHLY MANIFESTS Mr. Leszczynski advised that the City Attorney has received several complaints regarding the operation of miscellaneous taxicab companies licensed by the City. In order to assist in the investigation of the complaints, it will be necessary for him to review the manifests of all licensed taxicab companies for the months of March, April and May. It was noted that Sections 4-61(e) and (f) of the South Bend Municipal Code mandate that each driver maintain a daily manifest and that every holder of a license keep accurate records of receipts from operations, operating and other expenses. Further, every holder is required to maintain these records at a place readily accessible for examination by the Board of Public Works. Therefore, to facilitate the investigation of the complaints received, it is requested that the Board authorize its attorney, Marva J. Leonard -Dent, to request that all licensed taxicab companies provide their March and April manifests and records tc the City Attorney's office on May 15th and their May manifests and records on June 15th. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the request was approved and the Board attorney authorized to seek the information as indicated above. REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE AT 1324 E. CALVERT STREET - REFERRED In a letter to the Board, Mrs. Louis J. Marcis, 1324 East Calvert Street, South Bend, Indiana, advised that her husband has been an invalid for eighteen (18) years and is in a wheelchair. They would therefore like to have a handicapped parking space designated at their side entrance on Clyde Street. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the request was referred to the Bureau of Traffic and Lighting and the Police Department Traffic Division for review and recommendation. In a letter to the Board, The 1100 Club, c/o Elizabeth Cauley, 1118 Stanfield Street, South Bend, Indiana, advised that the neighbors in the 1100 block of Stanfield seek permission to close Stanfield Street between St. Vincent and Napoleon Streets on June 19, 1988 from 9:00 a.m. to 8:30 p.m. for a Father's Day block
