HM <br />REGULAR MEETING MAY 2, 1988 <br />FILING OF APPLICATIONS FOR BIDDER UALIFICATION/CERTIFICATION <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the following applications for bidder qualification/ <br />certification were accepted for filing and referred to the <br />appropriate City departments and bureaus for review and <br />recommendation: <br />1. New England Merchants Leasing Corporation <br />(BancNewEngland Leasing Group) <br />3830 Minneapolis City Center <br />33 South Sixth Street <br />Minneapolis, Minnesota <br />APPROVE AUTHORIZATION OF BOARD ATTORNEY TO REQUEST LICENSED <br />TAXICAB COMPANIES TO PROVIDE MONTHLY MANIFESTS <br />Mr. Leszczynski advised that the City Attorney has received <br />several complaints regarding the operation of miscellaneous <br />taxicab companies licensed by the City. In order to assist in <br />the investigation of the complaints, it will be necessary for him <br />to review the manifests of all licensed taxicab companies for the <br />months of March, April and May. <br />It was noted that Sections 4-61(e) and (f) of the South Bend <br />Municipal Code mandate that each driver maintain a daily manifest <br />and that every holder of a license keep accurate records of <br />receipts from operations, operating and other expenses. Further, <br />every holder is required to maintain these records at a place <br />readily accessible for examination by the Board of Public Works. <br />Therefore, to facilitate the investigation of the complaints <br />received, it is requested that the Board authorize its attorney, <br />Marva J. Leonard -Dent, to request that all licensed taxicab <br />companies provide their March and April manifests and records tc <br />the City Attorney's office on May 15th and their May manifests <br />and records on June 15th. <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the request was approved and the Board attorney <br />authorized to seek the information as indicated above. <br />REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE AT 1324 E. <br />CALVERT STREET - REFERRED <br />In a letter to the Board, Mrs. Louis J. Marcis, 1324 East Calvert <br />Street, South Bend, Indiana, advised that her husband has been an <br />invalid for eighteen (18) years and is in a wheelchair. They <br />would therefore like to have a handicapped parking space <br />designated at their side entrance on Clyde Street. Upon a motion <br />made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, <br />the request was referred to the Bureau of Traffic and Lighting <br />and the Police Department Traffic Division for review and <br />recommendation. <br />In a letter to the Board, The 1100 Club, c/o Elizabeth Cauley, <br />1118 Stanfield Street, South Bend, Indiana, advised that the <br />neighbors in the 1100 block of Stanfield seek permission to close <br />Stanfield Street between St. Vincent and Napoleon Streets on June <br />19, 1988 from 9:00 a.m. to 8:30 p.m. for a Father's Day block <br />
