I <br />REGULAR MEETING <br />MAY 2. 1988 <br />There being no one else present wishing to speak either for or <br />against the proposed alley vacation, and no written objections <br />having been filed with the Board, upon a motion made by Mr. <br />Leszczynski, seconded by Mrs. DeClercq and carried, the Public <br />Hearing on this matter was closed. <br />Mrs. DeClercq inquired if based on the comments heard the <br />recommendation of the Board would be subject to the requirements <br />of the Engineering Department for additional right-of-way for a <br />turning radius being met, to which Mr. Leszczynski responded that <br />that was correct. Therefore, upon a motion made by Mrs. <br />DeClercq, seconded by Ms. Humphreys and carried, the Clerk was <br />instructed to forward to the Common Council a favorable <br />recommendation on the above referred to alley vacation subject to <br />the requirements of the Engineering Department for dedication of <br />right-of-way for an adequate turning radius being met and subject <br />to any and all utility easements. <br />OPENING AND REFERRAL OF PROPOSALS - LEASE PURCHASE FINANCING - <br />FIRE DEPARTMENT RESCUE UNIT <br />Mr. Leszczynski advised that this was the date set for the <br />receiving and opening of Proposals for the Lease Purchase <br />Financing of a Fire Department rescue unit. The Clerk submitted <br />Proofs of Publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. The following <br />Proposals were opened and read: <br />MARYLAND NATIONAL LEASING CORPORATION (MNC) <br />502 Washington Avenue, 5th Floor <br />Towson, Maryland <br />Proposal was submitted by Peter G. Rogers, Senior Leasing <br />Officer. Mr. Leszczynski noted that MNC offered an annual <br />percentage rate of 7.94%. <br />NEW ENGLAND MERCHANTS LEASING CORPORATION <br />BancNewEngland Leasing Group <br />3830 Minneapolis City Center <br />33 South Sixth Street <br />Minneapolis, Minnesota <br />Proposal was submitted by Jay F. Hromatka, Regional <br />Manager. BancNewEngland Leasing Group offered an interest <br />rate of 8.23%. <br />Mr. Leszczynski stated that First Continental Financial <br />Corporation, 8080 North Central Expressway, Suite 850, Dallas, <br />Texas and National Computer Equipment Corporation, 200 Maple Park <br />Boulevard, St. Clair Shores, Michigan have advised that they <br />decline to submit a Proposal at this time. <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the Proposals received were referred to the Fire <br />Department and City Controller's office for review and <br />recommendation <br />APPROVE COMMUNITY DEVELOPMENT ADDENDUM <br />The following Community Development Addendum was presented to the <br />Board for approval: <br />ADDENDUM I <br />URBAN ENTERPRISE ASSOCIATION <br />KO -OP 65 SENIOR FOODBANK REHABILITATION <br />(URBAN ENTERPRISE ASSOCIATION GRANT PORTION) <br />Addendum I terminates the Community Development UEA Grant <br />Agreement as of April 18, 1988. <br />1 <br />E <br />1 <br />
