REGULAR_MEETING APRIL 4. 1988 is requesting permission to solicit Proposals for debt collection services for past due ambulance accounts. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the request was approved. REQUEST OF ST. JOSEPH COUNTY MEMORIAL SOCIETY TO CLOSE WASHINGTON STREET FOR MEMORIAL DAY ACTIVITIES - MAY 30, 1988 - REFERRED In a letter to the Board, Ms. Virginia Hanson, Secretary, St. Joseph County Memorial Society, 19459 Orchard Street, South Bend, Indiana, requested permission to close Washington Street between Main and Lafayette Boulevard for approximately one (1) hour on Monday, May 30, 1988 beginning at 2:00 p.m. in conjunction with Memorial Day activities to be conducted in front of the Sailors and Soldiers monument on the Courthouse lawn. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the above request was referred to the appropriate City Departments and bureaus for review and recommendation. APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS - STREET MATERIALS FOR 1988 Mr. John E. Leszczynski, Director, Public Works, requested that the Board advertise for the receipt of bids for street materials for 1988. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the request was approved. In response to questions from the news media regarding street materials, Mr. Leszczynski advised that specifications are being prepared for street materials which contain some new items not requested in previous years including contractual paving. He further stated that the paving program in 1987 was an exceptional program costing approximately $980,000.00. He advised that this year's program is expected to be about two-thirds of that program but will be more in line with the programs of previous years. In response to questions regarding this year's alley program, Mr. Leszczynski stated that it has not yet been determined the extent of this year's alley program but the alley equipment will be used whenever and where ever possible. APPROVE TRAFFIC CONTROL DEVICE Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the following one (1) traffic control device was approved: 1. REMOVAL OF 15 MINUTE PARKING 6 A.M. - 6 P.M. - 1109 Western. (Hojnacki Sausage Store - Business Closed). FILING OF APPLICATION FOR BIDDER QUALIFICATION/CERTIFICATION Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the following application for bidder qualification was accepted for filing and referred to the appropriate City departments for review and recommendation: 1. Ziker Shannon Corporation 1201 Northside Boulevard South Bend, Indiana APPROVE CONTRACTORS AND EXCAVATION BONDS Mr. Melvin Humphrey, Engineering Department, recommended that the following Contractors and Excavation Bonds be approved as follows: CONTRACTORS - D & B Concrete and Excavation d/b/a Debee Construction Eff. 3/30/88 - Papczynski Construction, Inc. Eff. 4/4/88
