162- <br />REGULAR MEETING <br />MARCH 14, 1988 <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development Contract was presented to the <br />Board for approval: <br />NEIGHBORHOOD HOUSING SERVICES OF SOUTH BEND, INC. <br />NHS HOUSING ASSISTANCE PROGRAMS <br />The targeted goals for this activity are: <br />1. To provide administrative support for the <br />Acquisition/Rehab/Resale and Revolving Loan Programs. <br />2. To continue to make loans for rehabilitation through <br />the Revolving Loan Fund. <br />3. To rehabilitate two (2) housing units through the <br />Acquisition/Rehabilitation/Resale Program. <br />$40,000.00 shall be available to NHS immediately upon <br />execution of this Contract for the acquisition/rehab <br />activity. An additional $30,000.00 will be released to NHS <br />as they document they have secured "matching" funds. <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the above referred to Contract was approved and <br />executed. <br />APPROVE REQUEST TO ADVERTISE FOR THE RECEIPT OF PROPOSALS - <br />ADMINISTRATIVE SERVICES OF A CAFETERIA BENEFITS PLAN <br />Mr. Leszczynski advised that Ms. Katherine Humphreys, Director, <br />Administration and Finance, has requested that the Board <br />advertise for Proposals for the administrative services of a <br />Cafeteria Benefits Plan. It was noted that the specifications <br />have been prepared by Crowe Chizek and Company and are ready to <br />be advertised. Upon a motion made by Mrs. DeClercq, seconded by <br />Mr. Leszczynski and carried, the request was approved. <br />APPROVE RIGHT-OF-WAY CERTIFICATION - EDISON ROAD (CRESTWOOD TO <br />HICKORY) <br />Mr. Leszczynski advised that a Right -of -Way Certification <br />concerning the Edison Road (Crestwood to Hickory) Project has <br />been submitted for execution by the Board. Mr. Leszczynski <br />further stated that the Certification, which will be forwarded to <br />the Indiana Department of Highways, Division of Land Acquisition, <br />indicates that the project is being programmed for participation <br />in Federal Aid with respect to construction costs and that the <br />necessary right-of-way for this project is available. Upon a <br />motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and <br />carried, the above referred to Right -of -Way Certification was <br />approved and executed. <br />APPROVE AGREEMENT FOR INSPECTION - EDISON ROAD (CRESTWOOD TO <br />HICKORY) <br />Mr. Leszczynski advised that Mr. Michael P. Meeks, Director, <br />Division of Engineering, has submitted to the Board a letter <br />addressed to the Indiana Department of Highways to be signed by <br />the Board. The letter advises the IDOH that the City will <br />provide inspection services for the above referred to Project. <br />In response to a question from the media regarding access to <br />businesses located in the construction area, Mr. Leszczynski <br />advised that most businesses in the construction area have access <br />to their establishments by side streets or alleys. He further <br />advised that a lane will be kept open along the construction for <br />access to residences. <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the above referred to Agreement for Inspection was <br />approved and executed. <br />1 <br />1 <br />1 <br />
