REGULAR MEETING JANUARY 25, 1988 <br />REQUEST OF SOUTH BEND SYMPHONY ORCHESTRA FOR TRAFFIC ASSISTANCE - <br />APRIL 14-15, 1988 - REFERRED <br />In a letter to the Board, Ms. Dorothy 0. Pratt, 50716 Canyon <br />Lane, Granger, Indiana, advised that she is working with the <br />South Bend Symphony Orchestra, 521 W. Colfax Avenue, South Bend, <br />Indiana, on their concert for students to be held on April 14-15, <br />1988 at the Morris Civic Auditorium. She further advised that <br />she is also working with the Department of Economic Development <br />concerning the use of the Shoppers Free Parking lot for the <br />parking of buses bringing children to the concert. She requested <br />that the Board assist her in coordinating the parking and <br />movement of the children from their buses to the Morris Civic <br />Auditorium and back again. Therefore, upon a motion made by Mr. <br />Leszczynski, seconded by Mrs. DeClercq and carried, the request <br />was referred to the appropriate City departments and bureaus for <br />review and recommendation. <br />REQUEST FOR DESIGNATED HANDICAPPED PARKING SPACE AT 730 NORTH ST. <br />LOUIS STREET - REFERRED <br />Mr. Leszczynski advised that the Board is in receipt of a letter <br />from Mr. & Mrs. Edward Mahone, 730 North St. Louis Street, South <br />Bend, Indiana, requesting that the parking space in front of <br />their residence be designated as a handicapped parking space. <br />They indicated that they both have difficulty walking any <br />distance and due to numerous vehicles owned by their neighbors <br />taking up parking spaces, they are unable to park in front of <br />their residence. Upon a motion made by Mr. Leszczynski, seconded <br />by Ms. Humphreys and carried, the above referred to request was <br />referred to the Bureau of Traffic and Lighting and the Police <br />Department Traffic Division for review and recommendation. <br />FILING OF APPLICATION FOR BIDDER QUALIFICATION/CERTIFICATION <br />Mr. Leszczynski advised that the Board is in receipt of an <br />Application for Bidder Qualification from Kennedy Valve, Box 931, <br />Elmira, NY. Upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the application was accepted for <br />filing and referred to the appropriate City departments for <br />review and recommendation. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys <br />and carried, the following three (3) traffic control devices were <br />approved: <br />1. NEW INSTALLATION, HANDICAP TOW -AWAY ZONE - 1405 East <br />Dubail. (Mrs. Vitale has hemiparesis - Paralysis <br />one side of body). <br />2. NEW INSTALLATION, NO PARKING - 3417 W. Sample, 401. <br />(Create a thru lane, large volume of left turn <br />to License Bureau). <br />3. REVISED TO ALL RED FLASH EMERGENCY ONLY - On Western, <br />Chapin to Summitt. (All Signalized Intersections). <br />It was noted that the handicap tow -away zone installation is in <br />response to a request submitted to the Board on December 22, 1987 <br />by Ms. Patsy Vitale. <br />APPROVE HANDICAPPED PARKING PERMIT <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the following one (1) handicapped parking permit <br />
