REGULAR MEETING <br />JANUARY 19, 1988 <br />FE <br />read a portion of his letter which indicated that the request for <br />the placement of signs is based on these considerations: <br />1. <br />Redeemer Church is used as a <br />precinct voting center. <br />2. <br />The residential neighborhood <br />has "grown up" around the <br />Church gradually taking away <br />visibility in Edison Park. <br />3. <br />The Church is a non-profit organization, <br />working to <br />upgrade the moral climate of <br />the City. As hospitals <br />(for healing of bodies) must <br />be marked by signs, so <br />should churches (for healing <br />of hearts and minds be <br />marked). <br />4. <br />The signs are small, 24'x28' <br />and tastefully done by a <br />professional sign painter. <br />They would be placed in such <br />a way as to not obstruct drivers <br />or make extra work for <br />snow removal equipment. <br />Rev. Long reiterated that he is seeking visibility which is a key <br />part of building a church. He further advised that a member of <br />the church provided the signs to the church at their personal <br />expense and he would like to make every effort to have the signs <br />placed. <br />Mrs. DeClercq stated that as part of the moratorium, a committee <br />is reviewing the matter of the placement of signs in the public <br />right-of-way as well as the position the City should take in <br />these situations. She stated that it is her recommendation that <br />the Board ask the Sign Review Committee to review this request <br />and come back to the Board with a recommendation next week. It <br />was noted that representatives from the Bureau of Traffic and <br />Lighting, Department of Economic Development, Office of Community <br />Affairs and Building Department are on the Committee. Therefore, <br />Mrs. DeClercq made a motion that the matter be referred to the <br />Sign Review Committee and that the Board try to get a <br />recommendation back from the Committee by next week. Ms. <br />Humphreys seconded the motion and it carried. <br />Mr. Leszczynski advised Rev. Long that the Board is concerned <br />that if this waiver is granted other institutions will also ask <br />for approval. Mr. Leszczynski further pointed out to Rev. Long <br />that the suggested locations for the placement of the church <br />signs, as indicated in Rev. Long's letter, are in front of <br />private residences. He stated that the placement of these signs <br />at those location may cause some problems and therefore the City <br />must safeguard these concerns. He further stated that he <br />believes the Sign Review Committee is a good mechanism to review <br />this matter. <br />A member of the audience stated that in the past she has <br />experienced trouble in locating the Redeemer Missionary Church <br />and can understand why Rev. Long is requesting that signs to his <br />church be installed. <br />ADJOURNMENT <br />There being no further business to come before the Board, upon a <br />motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and <br />carried, the meeting adjourned at 9:50 a.m. <br />E4.
