REGULAR MEETING <br />JANUARY 19, 1988 <br />FILING OF APPLICATIONS FOR BIDDER QUALIFICATION/CERTIFICATION <br />Mr. Leszczynski advised that applications from the following <br />companies have been received: <br />1. Walsh & Kelly, Inc. <br />24358 State Road 23 <br />South Bend, Indiana 46614 <br />2. L.L. Geans & Sons, Inc. <br />56535 Magnetic Drive <br />Mishawaka, Indiana 46545, <br />3. Rowell Chemical Corporation <br />15 Salt Creek Lane <br />Hinsdale, Illinois 60521 <br />4. Sanco Distributing <br />919 North Olive Street <br />South Bend, Indiana 46624 <br />5. MagnaChem, Inc. <br />550 South Michigan Street <br />Lakeville, Indiana 46536 <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the above referred to applications were accepted for <br />filing and referred to the appropriate City departments for <br />review and recommendation. <br />APPROVE RELEASE OF EXCAVATION BOND <br />Mr. Melvin Humphrey, Engineering Department, recommended that the <br />Excavation Bond for Drain Surgeon be released effective January <br />19, 1988. Upon a motion made by Mrs. DeClercq, seconded by Ms. <br />Humphreys and carried, the above referred to Excavation Bond was <br />released. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of thirty-six (36) properties cleaned from January 11, 1988 <br />to January 15, 1988, was submitted. Upon a motion made by Mrs. <br />DeClercq, seconded by Ms. Humphreys and carried, the report as <br />submitted was filed. <br />FILING OF CERTIFICATE OF INSURANCE <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the Certificate of Insurance for Franklin Hill and <br />Ruch, 54164 Laguna Drive, Bristol, Indiana, was accepted and <br />filed. <br />APPROVE CLAIMS <br />Chief Deputy Controller John Leisenring, submitted Claim Docket <br />No. 3266 through Claim Docket No. 3511 and recommended approval. <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />and carried, the claims were approved and the report filed. <br />PRIVILEGE OF THE FLOOR: <br />REQUEST FOR WAIVER OF SIGN MORATORIUM REFERRED TO SIGN REVIEW <br />COMMITTEE - REDEEMER MISSIONARY CHURCH <br />Mr. Tom Long, Pastor, Redeemer Church, 2313 Solomon, South Bend, <br />Indiana, was present and addressed the Board. <br />Rev. Long reminded the Board that on December 22, 1987, he <br />submitted a request for a waiver of the October 1986 Moratorium <br />on the placement of signs in the public right-of-way. Rev.
