357 <br />REGULAR MEETING <br />DECEMBER 4, 1989 <br />Mr. Leszczynski stated that this Supplemental Agreement No. 1 is <br />necessary due to additional services required for the design of a <br />fiber optic communications system for the traffic signal <br />project. In response to questions from the news media, Mr. <br />Leszczynski indicated that this project is one-half (1/2) <br />completed. He also noted that this Supplemental Agreement adds <br />-- $8,000.00 to the original Agreement. <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the Supplemental Agreement as submitted was approved <br />and executed. <br />In further response to questions from the news media, Mr. <br />Leszczynski noted that the new Contract amount, including the <br />$8,000.00 increase as described above, is $112,550.00. He also <br />noted that this additional cost is due to the City's decision to <br />look at fiber optics. <br />Mr. Leszczynski stated that the design phase of this project <br />should take approximately two (2) to three (3) years and that the <br />project could be bid in about two (2) years. He further noted <br />that some present signal parts will need to be replaced while <br />some may be salvaged. <br />APPROVE AMENDMENT NO. 4 - COMBINED SEWER OVERFLOW STUDY (LAWSON- <br />FISHER ASSOCIATES) <br />Mr. Leszczynski advised that Lawson -Fisher Associates, 525 West <br />Washington Street, South Bend, Indiana, has submitted Amendment <br />No. 4 to an original Agreement approved on September 6, 1988. <br />The Amendment indicates an increased cost of $64,000.00 due to <br />extra and additional work required for this project thereby <br />making the new Contract amount $278,170.00. Mr. Leszczynski <br />noted that the scope of work on this project has changed in that <br />there is more work involved than realized when the original <br />Contract was approved. He noted that additional work is being <br />done in CSO's, plans, reporting and field inspections. <br />In response to questions from the news media inquiring whether <br />Lawson -Fisher Associates underestimated the original cost of this <br />project, Mr. Leszczynski advised that the City changed the scope <br />in that it is requiring additional information and that is why <br />the Amendment is being submitted at this time. <br />Therefore, Ms. Humphreys made a motion that Amendment No. 4 as <br />submitted be approved. Mrs. DeClercq seconded the motion which <br />carried. <br />In further response to questions from the news media, Mr. <br />Leszczynski noted that Lawson -Fisher has been working on this <br />project for one and one-half (1 1/2) years and the project should <br />be completed in approximately six (6) months. <br />APPROVE AMENDED IRREVOCABLE STANDBY LETTERS OF CREDIT - CROSS <br />CREEK PHASES I & II <br />Mr. Leszczynski advised that Mr. Michael P. Meeks, Director, <br />Division of Engineering, submitted the following two (2) Amended <br />Irrevocable Standby Letters of Credit for Cross Creek, Inc. and <br />recommended approval: <br />1. AMENDED IRREVOCABLE STANDBY LETTER OF CREDIT NO. 5-8702 <br />Amount: $39,115.00 <br />Expiration: November 16, 1990 <br />Drawn Under: Trustcorp Bank <br />For the Account of: Cross Creek, Inc. (Phase II) <br />828 E. Jefferson Blvd. <br />South Bend, Indiana <br />Work to be completed: Sidewalks and asphalt surface. <br />
