315 REGULAR MEETING OCTOBER 16, 1989 been filed with the Board, upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys and carried, the Public Hearing on this matter was closed. Ms. Humphreys made a motion that the Vacation Petition be sent to the Common Council with a positive recommendation and subject to any and all utility easements. Mrs. DeClercq seconded the motion which carried. AWARD BID - PARKING LOT LANDSCAPING & LIGHTING - EAST RACE PARK NO. II PROJECT Mr. Michael P. Meeks, Director, Division of Engineering, recommended that the following bid be awarded: PARKING LOT, LANDSCAPING & LIGHTING - EAST RACE PARK NO. II PROJECT CONTRACTOR: Michiana Paving & Excavating, Inc. 705 South Beiger Street Mishawaka, Indiana 46544 AMOUNT: $138,079.95 BIDS OPENED: August 21, 1989 Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the recommendation was accepted and the above bid was awarded. APPROVE REQUEST OF CITY AWNING OF SOUTH BEND TO ERECT CANOPY AT 121 NORTH HILL STREET (BAER BARKLEY & COMPANY) Mr. Leszczynski advised that the appropriate City departments and bureaus have reviewed the above referred to request which was submitted to the Board on August 28, 1989 and approval is recommended at this time. Therefore, Mrs. DeClercq made a motion that the recommendations be accepted and the request be approved. Ms. Humphreys seconded the motion which carried. REQUESTS OF FOREST SIGN AND DISPLAY, INC TO INSTALL AWNINGS AT - 1011 SOUTH MAIN STREET (WHEEL & RIM SALES) - 2729 SOUTH MAIN STREET (FOREST SIGN & DISPLAY) - REFERRED Mr. Donald E. Jesswein, Forest Sign & Display, Inc., 2729 South Main Street, South Bend, Indiana, submitted two (2) requests to install awnings, which will encroach onto the public right-of-way at the above referred to locations. Submitted with the requests were the dimensions and sketches of the awnings to be erected. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the requests were referred to the appropriate City departments and bureaus for review and recommendation. REQUEST OF PARK AVENUE NEIGHBORHOOD ASSOCIATION TO CLOSE MANITOU PLACE FOR ANNUAL HALLOWEEN PARTY - OCTOBER 29 1989 - REFERRED Mr. Leszczynski advised that the Board is in receipt of an Application For Use Of And Blocking Of Access To Public Right -of -Way For A Party Or Similar Event, which was submitted by Ms. Giovanna Sandusky, Secretary, Park Avenue Neighborhood Association, 721 Park Avenue, South Bend, Indiana, requesting that Manitou Place, from Forest Avenue to Park Avenue, be closed from 3:00 p.m. to 7:00 p.m. on Sunday, October 29, 1989 for the annual Halloween Party. Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the request was referred to the appropriate City departments and bureaus for review and recommendation.
