303 REGULAR MEETING OCTOBER 9, 1989 Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys and carried, the bids were referred to the Department of Economic Development and the Engineering Department for review and recommendation. APPROVE COMMUNITY DEVELOPMENT ADDENDUM The following Community Development Addendum was presented to the Board for approval: ADDENDUM II CENTER CITY ASSOCIATES SBCDA REVOLVING LOAN FUND Ms. Beth Leonard, Department of Economic Development, advised that the above referred to Addendum II extends the original Contract period to December 31, 1989 and changes activity guidelines. Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys and carried, the Addendum as submitted was approved and executed. ADOPT RESOLUTION NO. 41-1989 - AUTHORIZING PARKING ON PARKWAYS ABUTTING THE ERSKINE GOLF COURSE AND STUDEBAKER PARK Mr. Leszczynski advised that the Resolution submitted to the Board today allows parking in the parkway abutting Erskine Golf Course on Miami Street and on the north side of Calvert Street at the Studebaker Park Golf Course. Mrs. DeClercq made a motion that the Resolution be adopted. Ms. Humphreys seconded the motion which carried, and the following Resolution No. 41-1989 was adopted: RESOLUTION NO. 41-1989 A RESOLUTION OF THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND AUTHORIZING PARKING ON PARKWAYS ABUTTING THE ERSKINE GOLF COURSE AND STUDEBAKER PARK WHEREAS, traffic patterns running south on Miami Street and east along Calvert Street, within the City of South Bend, Indiana are sufficiently heavy so as to be impeded and be imperiled by vehicular parking along the west side of Miami Street, adjacent to the Erskine Golf Course and along the North side of Calvert Street adjacent to the Studebaker Park; and WHEREAS, there exists a parkway between the west side of Miami Street and the Erskine Golf Course and a parkway between the north side of Calvert Street and the Studebaker Park each of sufficient width as to allow for parking thereupon; and WHEREAS, on July 2, 1973, the Board of Public Works of the City of South Bend approved a motion "that off-street parking be permitted in the parkway along the fence at the Erskine Golf Course;" and WHEREAS, the Board of Public Works for the City of South Bend has determined that it is in the best interest of public safety, traffic control and vehicular safety to allow parking upon said parkways rather than along the west side of Miami Street adjacent to the Erskine Golf Course and the north side of Calvert Street adjacent to the Studebaker Park.
