253 <br />REGULAR MEETING AUGUST 21: 1989 <br />REQUEST TO CLOSE WASHINGTON BETWEEN SUNNYSIDE & JACOB STREET FOR <br />NEIGHBORHOOD BLOCK PARTY - SEPTEMBER 6, 1989 - REFERRED <br />An Application For Use Of And Blocking Of Access To Public <br />Right -Of -Way For A Party Or Similar Event was submitted to the <br />Board by Ms. Dorcas Sunderlin, 1308 E. Washington, South Bend, <br />Indiana, requesting permission to close East Washington Street <br />from Sunnyside to Jacob Street, on September 6, 1989 from 5:00 <br />p.m. until 9:00 p.m. for a block party. Upon a motion made by <br />Mr. Leszczynski, seconded by Ms. Humphreys and carried, the <br />request was referred to the Bureau of Traffic and Lighting and <br />the Police Department Traffic Division for review and <br />recommendation. <br />REQUEST TO CLOSE VASSAR AVENUE BETWEEN RIVERSIDE DRIVE AND <br />WOODWARD AVENUE FOR NEIGHBORHOOD BLOCK PARTY - SEPTEMBER 17, 1989 <br />- REFERRED <br />In a letter to the Board, Ms. Micki Glueckert, 1102 Woodward, <br />South Bend, Indiana, requested permission to close Vassar -Avenue <br />from Riverside Drive to Woodward Avenue, on September 17, 1989 <br />from 12:00 Noon until dark for a block party. Upon a motion made <br />by Mr. Leszczynski, seconded by Ms. Humphreys and carried, the <br />request was referred to the Bureau of Traffic and Lighting and <br />the Police Department Traffic Division for review and <br />recommendation. <br />REQUEST TO CLOSE MONROE FROM RIVER AVENUE TO ARCH AT EDGEWATER <br />DRIVE FOR NEIGHBORHOOD BLOCK PARTY - SEPTEMBER 10, 1989 - <br />REFERRED <br />An Application For Use Of And Blocking Of Access To Public <br />Right -Of -Way For A Party or Similar Event was submitted to the <br />Board by Ms. Gina DeLaruelle, Coordinator, Edgewater Place <br />Historic District, 553 Edgewater Drive,, South Bend, Indiana, <br />requesting permission to close Monroe Street from River Avenue to <br />Arch at Edgewater Drive, on September 10, 1989 from 2:00 p.m. <br />until 9:00 p.m. for a block party. Upon a motion made by Mr. <br />Leszczynski, seconded by Ms. Humphreys and carried, the request <br />was referred to the Bureau of Traffic and Lighting and the Police <br />Department Traffic Division for review and recommendation. <br />APPROVE REQUEST OF FOREST SIGN & DISPLAY, ON BEHALF OF THE <br />HOLLADAY CORPORATION, TO ERECT TEMPORARY SIGN AT 220 WEST COLFAX <br />FOR A PERIOD OF NINETY (90) DAYS <br />In a letter to the Board, Mr. Jeff Thompson, Forest Sign and <br />Display, Inc., 2729 South Main Street, South Bend, Indiana, <br />advised that on behalf of his client, The Holladay Corporation, <br />he is requesting that they be allowed to erect a temporary sign <br />at 220 West Colfax for a ninety (90) day period with a thirty <br />(30) day extension. Mr. Thompson noted that on July 17, 1989, <br />the Board approved the temporary installation of the sign for a <br />period not to exceed thirty (30) days but The Holladay <br />Corporation does not feel that thirty (30) days is long enough to <br />justify its cost of installing the sign. Mr. Thompson further <br />noted that pursuant to Ordinance No. 7960-89, amending Chapter 6 <br />of the South Bend Municipal Code, Section VIII., (d) allows for a <br />temporary sign permit not to exceed ninety (90) days, with the <br />opportunity to apply for a thirty (30) day extension through the <br />Building Commissioner. <br />Mr. Leszczynski noted that the Board had already approved the <br />temporary installation for a period of thirty (30) day but The <br />Holladay Corporation has come back with the above request noting <br />that the period could be extented to ninety (90) days with a <br />thirty (30) day extension <br />Board Attorney Jenny Pitts-Manier stated that there is an <br />apparent contradiction in the zoning ordinance in that Section <br />
