185' <br />REGULAR MEETING JUNE 26, 1989 <br />The street locations within the Annexation Area will permit <br />adequate access for police patrols as well as offering resistance <br />to criminal activity. No unusual problems are anticipated; <br />however, the number of homes, the proximity areas of high <br />activity and traffic flow will require the City of South Bend to <br />budget and appropriate additional funds in the approximate amount <br />of $50,000 per year to provide police protection to the <br />Annexation Area. <br />C. Fire Protection <br />The South Bend Fire Department can provide reasonably comparable <br />fire protection to the proposed annexed area. The Annexation <br />Area is located approximately 3.8 miles from South Bend Fire <br />Department Station #10 at 308 West Ireland Road. Additional Fire <br />Department units would respond, including Engine #8, which is <br />located approximately 3.8 miles at 2402 Twyckenham. Response <br />times will be comparable to other areas near the Annexation Area <br />which are also served by stations 8 and 10. <br />The Fire Department is in the process of considering the <br />relocation of Station 10 to a location more central to the area <br />served. It is anticipated that the relocation will occur within <br />the next three to five years. No additional cost to the City can <br />be attributed to the annexation of this area at this time. <br />D. Neighborhood Code Enforcement <br />The Department of Neighborhood Code Enforcement can perform code <br />enforcement activities without acquiring additional equipment or <br />hiring of additional personnel. <br />The Humane Society of St. Joseph County currently provides animal <br />control services on a County -wide basis. <br />E. Public Parks <br />There are adequate park facilities in the Southeast portion of <br />the City which can be utilized by residents of the Annexation <br />Area. Parks and facilities which are reasonably close to the <br />Annexation Area are: Hamilton Park which has playground <br />equipment, picnic tables and ball diamonds; Erskine Golf Course, <br />which has an 18 hole course; O'Brien Park which has picnic <br />facilities, lighted softball diamond, football field, playground <br />equipment and about five (5) acres of woods; and Marshall Park, <br />which has a tot lot, lighted tennis courts, ball diamonds, and a <br />football field. <br />No additional personnel or equipment will be needed to provide <br />services to the Annexation Area. <br />V. HIRING PLAN <br />This annexation will not result in the elimination of jobs of <br />employees of another governmental entity. <br />NO. 25-1989 - TRANSFER OF VEHICL] <br />CE <br />DEPARTMENT/ST. JOSEPH COUNTY CIVIL DEFENSE) <br />In a letter to the Board, Police Chief Ronald G. Marciniak <br />advised that the South Bend Police Department and the Civil <br />Defense Unit are going to exchange two (2) vehicles. The South <br />Bend Police Department is loaning two (2) vehicles to the Civil <br />Defense Unit and the Civil Defense Unit is returning two (2) <br />vehicles to the Police Department. Therefore, the appropriate <br />Resolution has been prepared and is being submitted for approval., <br />Mrs. DeClercq made a motion that Resolution No. 25-1989 be <br />adopted. Ms. Humphreys seconded the motion which carried and the <br />following Resolution was adopted: <br />
