161 <br />REGULAR MEETING <br />JUNE 5, 1989 <br />The regular meeting of the Board of Public Works was convened at <br />9:34 a.m. on Monday, June 5, 1989, by Board President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq and <br />Ms. Katherine Humphreys present. Also present was Assistant City <br />Attorney Jenny Pitts-Manier. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the minutes of the regular meeting of the Board held <br />on May 30, 1989 were approved. <br />PETITION_ TO CHANGE MICHIGAN STREET, FROM WESTERN AVENUE TO COLFAX <br />AVENUE, TO SLANT PARKING - REFERRED <br />Mr. Ralph Johnson, 734 North Cushing Street, South Bend, Indiana, <br />submitted to the Board a Petition form containing one hundred <br />eighty-nine (189) signatures. The Petition indicated that the <br />business and professional people along Michigan Street, from <br />Western Avenue to Colfax, plus parking patrons of the area, do <br />petition the Redevelopment Commission, South Bend Board of Public <br />Works and South Bend Common Council to change the present square <br />parking spaces along Michigan Street from Western to Colfax from <br />square parking to safer slant angle parking to permit easier <br />access and safer exit from parking places. <br />Mr. Johnson was present and addressed the Board. He stated that <br />there are three (3) reasons for the request for slant parking. <br />One, when backing out, a vehicle must go to the left of center <br />which is illegal. Two, it is unsafe as vision could be impaired <br />on both sides. Three, two (2) cars backing out at the same time <br />could cause an accident and cars coming down the street don't <br />know which direction the car backing out will go. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the Petition was referred to the <br />appropriate City departments and bureaus for review and <br />recommendation. <br />In response to questions from the news media, Mr. Leszczynski <br />advised that he had no opinion at this time regading the request <br />and would wait until the facts are in regarding the matter. He <br />did state, however, that available parking spaces would decrease <br />with slant parking and that the current perpendicular parking, <br />which has worked, was designed by the City's Engineering <br />Department. Mr. Leszczynski explained that with perpendicular <br />parking, a vehicle looking for a parking space can pull into a <br />space on either side of the street. With slant parking, a <br />vehicle would have to go around the block and come back in the <br />other direction to take a parking space on the opposite side of <br />the street. <br />Mr. Leszczynski stated that both parallel and angle parking were <br />considered at the time when the mall area was designed but were <br />rejected. The main criteria at the time was the amount of <br />parking spaces that could be provided. Mr. Leszczynski further <br />stated that Michigan Street is not a major thoroughfare and <br />traffic does move slow through the mall area. <br />APPROVE AMENDED IRREVOCABLE STANDBY LETTER OF CREDIT #S-8658 - <br />CROSS CREEK, INC. <br />Mr. Michael P. Meeks, Director, Division of Engineering, <br />submitted to the Board Amended Irrevocable Standby Letter of <br />Credit #S-8658 from Trustcorp Bank for the account of Cross <br />Creek, Inc., 828 East Jefferson Boulevard, South Bend, Indiana, <br />and requested that the Board accept this Letter of Credit. <br />It was noted that the Letter of Credit indicates that Trustcorp <br />Bank amends their Irrevocable Standby Letter of Credit #S-6858 <br />
