32 <br />REGULAR MEETING <br />FEBRUARY 6. 1989 <br />BE IT FURTHER RESOLVED that said property be disposed of <br />and removed from the Citv inventorv. <br />ADOPTED this 6th day of February, 1989. <br />BOARD OF PUBLIC WORKS <br />OF THE CITY OF SOUTH BEND <br />s/John E. Parmerlee, Clerk <br />APPROVE EMERGENCY VEHICLE TOWING CONTRACT (ABANDONED VEHICLES) <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, advised that the City presently does not have a <br />contract for the towing of abandoned vehicles and the City is <br />trying to resolve that problem. She stated that today she is <br />asking the Board to enter into an Emergency Contract with Mid <br />American Recovery, Inc., 1408 Elwood Avenue, South Bend, Indiana <br />at the rate of $15.00 per tow for emergency services. She <br />further stated that the term of this contract is one (1) month, <br />February 1, 1989 through February 28, 1989 and the appropriate <br />Certificate of Insurance has been provided. She informed the <br />Board that if this service is needed for longer than the one (1) <br />month period the Board would be asked to extend that contract on <br />a monthly basis. <br />Mrs. DeClercq stated that because there are numerous abandoned <br />vehicles now in the neighborhoods that need to be towed she asks <br />that the Board take favorable action on this Emergency Vehicle <br />Towing Contract with Mid American Recovery, Inc. Therefore, Mr. <br />Leszczynski made a motion that the Contract as submitted be <br />approved and executed. Ms. Humphreys seconded the motion and it <br />carried. <br />APPROVE LEASE PURCHASE AGREEMENT - DEPARTMENT OF CODE ENFORCEMENT <br />VEHICLE <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, informed the Board that the Department is currently <br />looking at the acquisition of a tow truck for the towing of <br />abandoned vehicles. Several estimates for such a vehicle were <br />obtained and the Department has found that such a vehicle is <br />available at a total purchase price of $22,903.00. She further <br />stated that the Deputy City Controller has solicited Proposals <br />from three (3) local financial institutions for a lease purchase <br />arrangement for this vehicle. The Proposals received were as <br />follows: <br />1st Source Auto Leasing: 10.50 <br />Valley American Bank: 11.0o <br />1st Interstate Bank: 11.50 <br />Mrs. DeClercq stated that it is her recommendation that the Board <br />accept lst Source Auto Leasing's rate of 10.5% and authorize the <br />Deputy City Controller to negotiate a Lease Purchase Agreement <br />for the acquisition of the vehicle and that it be submitted to <br />the Board for approval. <br />Therefore, upon a motion made by Mr. Leszczynski, seconded by Ms. <br />Humphreys and carried, the Proposal of 1st Source Auto Leasing at <br />the rate of 10.5% was accepted and the Deputy City Controller <br />authorized to negotiate the appropriate Lease Purchase Agreement <br />for this vehicle. At this time Mrs. DeClercq answered questions <br />regarding the towing of abandoned vehicles as submitted to her <br />from members of the news media. <br />
