366 <br />REGULAR MEETING <br />NOVEMBER 5, 1990 <br />invoices and pay the amounts due directly to Marshall & Wells. <br />Mr. Leszczynski made a motion that the claim as outlined above be <br />accepted for filing. Mrs. DeClercq seconded the motion which <br />carried. <br />PETITION FOR RESTRICTED RESIDENTIAL PARKING - CORNER OF <br />BROOKFIELD AND 1800 BLOCK OF WESTERN AVENUE EAST TO PARKING LOT <br />APPROACH - REFERRED <br />In a letter to the Board, Ms. Doris Love, 1818 Western Avenue, <br />South Bend, Indiana, submitted a Petition for the Establishment <br />of a Restricted Residential Parking Zone from the corner of <br />Brookfield Street and the 1800 block of Western Avenue East to <br />the parking lot approach, to be effective Monday thru Saturday <br />from 7:00 p.m. to 4:00 a.m. Ms. Love stated that as a resident <br />of the 1800 block of Western Avenue, restricted parking is needed <br />due to the amount of vehicles parking in the area because of a <br />local bar. Upon a motion made by Mr. Leszczynski, seconded by <br />Mrs. DeClercq and carried, the Petition for Restricted <br />Residential Parking as submitted was referred to the Bureau of <br />Traffic and Lighting in order that the required traffic study can <br />be conducted. <br />APPROVE REQUEST TO UTILIZE FIRE STATIONS FOR VOTING PURPOSES - <br />NOVEMBER 6, 1990 <br />City Clerk Irene K. Gammon advised that Fire Stations #2, #3, #5, <br />#6, #7, #9 and #10 will be used as voting places on November 6, <br />1990. Mrs. DeClercq made a motion that the request to utilize <br />the fire stations for voting purposes be approved. Ms. Humphreys <br />seconded the motion which carried. <br />REQUEST OF MEMORIAL HOSPITAL FOR TEMPORARY EASEMENTS - REFERRED <br />In a letter to the Board, Mr. Carl Ellison, Assistant <br />Vice -President, Memorial Hospital of South Bend, 615 North <br />Michigan Street, South Bend, Indiana, advised that on April 28, <br />1987, the Board granted Memorial Health Properties, Inc., a <br />Temporary Easement over a certain portion of Bartlett Street for <br />the installation of a telephone line which connects Memorial <br />Hospital with the former Nicola's Restaurant at 809 North <br />Michigan Street, the present site of Memorial's Family Practice <br />Residency Program and Clinic. The Board granted the Easement in <br />view of Memorial's desire not to place the aforementioned <br />telephone wire underground due to possible construction on the <br />north side of the 100 block of West Bartlett Street. Although <br />Memorial still does not have a construction project planned for <br />this area, construction nonetheless remains possible in the <br />future and therefore Memorial requests extension of the Temporary <br />Easement over Bartlett Street until December 31, 1993. <br />Mr. Ellison advised that since 1987 Memorial has relocated <br />various hospital and Memorial Health System offices to facilities <br />located near the primary hospital complex. To maximize the <br />efficiency of operations and communications, Memorial believes it <br />is essential that these offices be connected to the hospital's <br />telephone system. Accordingly, two (2) additional Temporary <br />Easements are requested until December 31, 1993. Specifically, <br />as illustrated on Map II as submitted with the letter and <br />described at Attachment II, an Easement over the north -south <br />alley east of Michigan Street and north of Navarre Street is <br />needed to connect 701 North St. Joseph Street to Memorial's <br />telephone system. The area near 701 North St. Joseph has <br />experienced substantial hospital related development over the <br />past few years and additional property acquisition and <br />development are possible. Consequently, the hospital would <br />prefer not to bury the telephone wire associated with this <br />Easement at this time. <br />L, <br />1 <br />1 <br />
