225 <br />REGULAR MEETING <br />JULY 23, 1990 <br />APPROVE SIDEWALK SALE PERMIT APPLICATION <br />Mr. Leszczynski advised that the following Sidewalk Sale Permit <br />application has been received: <br />NAME OF BUSINESS: BRANT'S BEN FRANKLIN <br />BY: Ernest Brant <br />ADDRESS: 2114 South Miami Street <br />DATES: August 2-4, 1990 <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. DeClercq <br />and carried, the above referred to application was approved and <br />referred to the Deputy Controller's office for issuance of the <br />appropriate permit. It is noted that the required <br />Indemnification and Hold Harmless Agreement was executed by the <br />applicant and attached to the application. <br />APPROVE AND/OR RELEASE CONTRACTORS BONDS <br />Mr. Michael P. Meeks, Director, Division of Engineering, <br />recommended that the following Contractors Bonds be approved <br />and/or released: <br />- Jack W. Snyder, Jr., d/b/a/ <br />Residential Services Company Released Eff. 10-17-90 <br />- Small, Inc. Released Eff. 7-23-90 <br />- Blynn Shaw Approved Eff. 7-17-90 <br />Mr. Leszczynski made a motion that the recommendation be accepted <br />and the bonds be approved and/or released as indicated above. <br />Mrs. DeClercq seconded the motion which carried. <br />APPROVE AND/OR DENY RUBBISH & GARBAGE REMOVAL LICENSE <br />APPLICATIONS <br />Mr. Leszczynski advised that the Board is in receipt of Rubbish <br />and Garage Removal license applications from the following: <br />1. Alexander Rowell <br />1248 South Bend Avenue <br />South Bend, Indiana <br />2. Arthur Townsend <br />137 Lake Street <br />South Bend, Indiana <br />Mr. Leszczynski further advised that Mrs. DeClercq, Director, <br />Department of Code Enforcement, has reviewed these license <br />applications and recommends at this time that the license <br />application of Mr. Alexander Rowell be denied because of repeated <br />complaints that the trash truck is parking on the street or on <br />the property filled with trash. Neighbors have complained of <br />rats in the area drawn by the trash in the truck. <br />Additionally, it is being recommended that the license <br />application of Mr. Arthur Townsend be approved with the <br />stipulation that the truck may at no time be parked in a <br />residential area either full or partially full of trash. <br />Therefore, Mrs. DeClercq made a motion that the recommendations <br />be accepted and the license application of Mr. Rowell be denied <br />and the application of Mr. Townsend be approved. Ms. Humphreys <br />seconded the motion which carried. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS <br />Two (2) reports from the Department of Code Enforcement <br />indicating a total of sixty-five (65) City -owned and <br />
