155 REGULAR MEETING MAY 7, 1990 AWARD BID - RINK RIVERSIDE WALKWAY PROJECT Mr. Michael P. Meeks, Director, Division of Engineering, recommended that the Board award the bid of Kaser-Spraker Construction, Inc., 25487 West State Road 2, P.O. Box 3605, South Bend, Indiana, as follows for the above referred to project: Total Base Bid: $218,876.00 Alternates: lA 29,180.00 2A 1,640.00 3A 19,000.00 Total Bid Awarded: $268,696.00 It is noted that bids for this project were opened by the Board on February 26, 1990. Mrs. DeClercq made a motion that the recommendation be accepted and the bid be awarded. Ms. Humphreys seconded the motion which carried. APPROVE ENGINEERING AGREEMENT - FREDRICKSON PARK - GROUND WATER INVESTIGATION Mr. Leszczynski submitted to the Board an Agreement between the City and Tenney Pavoni Associates, Inc., 744 West Washington, South Bend, Indiana which is for Phase II of the study defining the limits of the sanitary landfill. Mr. Leszczynski noted that the Agreement indicates Warzyn Engineering, Inc., as sub -consultant. The Agreement also indicates that the City is desirous of obtaining professional engineering and related services for soil and water sampling, analysis and preparation of a report with recommendations for the planned Fredrickson Park Phase II Study. It is noted that the amount of the Agreement shall not exceed $75,000.00. In response to questions from the news media, Mr. Leszczynski advised that test borings and monitoring wells will be utilized in this study and that this Phase should take approximately six (6) months. Therefore, Ms. Humphreys made a motion that the Agreement as submitted be approved and executed. Mrs. DeClercq seconded the motion which carried. APPROVE RIGHT-OF-WAY CERTIFICATION - CBD SIGNAL IMPROVEMENTS Mr. Leszczynski advised that Mr. Michael P. Meeks, Director, Division of Engineering, has submitted to the Board a Right -of -Way Certification in the form of a letter to the chief, Division of Land Acquisition, Indiana, Department of Highways, State Office Building, Indianapolis, Indiana certifying that the City now owns the right-of-way in regards to the computerization of signals. Mr. Meeks stated that this right-of-way Certification will enable the project to be bid by the Indiana Department of Transportation in August. The Certification indicates that the above project has been programmed for participation in Federal Aid with respect to construction costs. The letter is to certify that the right-of-way status of this Federal Aid Construction project is as follows: No additional right-of-way was required for this construction project. It will be constructed within the limits of existing right-of-way. No buildings or relocation are involved.
