155 <br />REGULAR MEETING <br />MAY 7, 1990 <br />AWARD BID - RINK RIVERSIDE WALKWAY PROJECT <br />Mr. Michael P. Meeks, Director, Division of Engineering, <br />recommended that the Board award the bid of Kaser-Spraker <br />Construction, Inc., 25487 West State Road 2, P.O. Box 3605, South <br />Bend, Indiana, as follows for the above referred to project: <br />Total Base Bid: $218,876.00 <br />Alternates: <br />lA 29,180.00 <br />2A 1,640.00 <br />3A 19,000.00 <br />Total Bid Awarded: $268,696.00 <br />It is noted that bids for this project were opened by the Board <br />on February 26, 1990. <br />Mrs. DeClercq made a motion that the recommendation be accepted <br />and the bid be awarded. Ms. Humphreys seconded the motion which <br />carried. <br />APPROVE ENGINEERING AGREEMENT - FREDRICKSON PARK - GROUND WATER <br />INVESTIGATION <br />Mr. Leszczynski submitted to the Board an Agreement between the <br />City and Tenney Pavoni Associates, Inc., 744 West Washington, <br />South Bend, Indiana which is for Phase II of the study defining <br />the limits of the sanitary landfill. Mr. Leszczynski noted that <br />the Agreement indicates Warzyn Engineering, Inc., as <br />sub -consultant. <br />The Agreement also indicates that the City is desirous of <br />obtaining professional engineering and related services for soil <br />and water sampling, analysis and preparation of a report with <br />recommendations for the planned Fredrickson Park Phase II Study. <br />It is noted that the amount of the Agreement shall not exceed <br />$75,000.00. <br />In response to questions from the news media, Mr. Leszczynski <br />advised that test borings and monitoring wells will be utilized <br />in this study and that this Phase should take approximately six <br />(6) months. <br />Therefore, Ms. Humphreys made a motion that the Agreement as <br />submitted be approved and executed. Mrs. DeClercq seconded the <br />motion which carried. <br />APPROVE RIGHT-OF-WAY CERTIFICATION - CBD SIGNAL IMPROVEMENTS <br />Mr. Leszczynski advised that Mr. Michael P. Meeks, Director, <br />Division of Engineering, has submitted to the Board a <br />Right -of -Way Certification in the form of a letter to the chief, <br />Division of Land Acquisition, Indiana, Department of Highways, <br />State Office Building, Indianapolis, Indiana certifying that the <br />City now owns the right-of-way in regards to the computerization <br />of signals. Mr. Meeks stated that this right-of-way <br />Certification will enable the project to be bid by the Indiana <br />Department of Transportation in August. <br />The Certification indicates that the above project has been <br />programmed for participation in Federal Aid with respect to <br />construction costs. The letter is to certify that the <br />right-of-way status of this Federal Aid Construction project is <br />as follows: <br />No additional right-of-way was required for this construction <br />project. It will be constructed within the limits of existing <br />right-of-way. No buildings or relocation are involved. <br />
