REGULAR MEETING MARCH 5, 1990 <br />DENY PETITION FOR ESTABLISHMENT OF A RESTRICTED RESIDENTIAL <br />PARKING ZONE IN THE 500-600 BLOCKS OF EAST EWING <br />Mr. Leszczynski advised that the Bureau of Traffic and Lighting <br />has conducted the appropriate traffic study of the 500-600 block <br />of East Ewing pursuant to the January 22, 1990 filing of a <br />Petition for the Establishment of a Restricted Residential <br />Parking Zone. Based on that review, it is being recommended at <br />this time that the Petition be denied as ordinance requirements <br />have not been met. <br />Mr. Leszczynski noted that the study revealed that fifty-three <br />per cent (53%) of the available twenty-nine (29) spaces were <br />occupied. Ordinance requirements indicate that seventy-five per <br />cent (75%) of the spaces must be occupied. The number of spaces <br />occupied by non-residents was forty-eight per cent (48%) which is <br />over the required twenty-five per cent (25%). However, both <br />restrictions must be met for the establishment of a restricted <br />residential parking zone. Therefore, the Petition must be denied <br />as ordinance requirements were not met. <br />Mrs. DeClercq made a motion that the recommendation for denial be <br />approved. Ms. Humphreys seconded the motion which carried. <br />DENY REOUEST TO PURCHASE CITY -OWNED PROPERTY AT 2218 WEST KENWOOD <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the request received by the Board on <br />February 5, 1990 by Mr. William Jenkins, 2229 West Washington <br />Street, South Bend, Indiana to purchase the above referred to <br />City -owned property. <br />Mrs. DeClercq advised that it is her recommendation that the <br />Board deny the request based on the Department's experience with <br />Mr. and Mrs. William Jenkins. She noted that the City presently <br />has a judgement against them for the cleaning of a property they <br />already own. Therefore, Mrs. DeClercq made a motion that the <br />request to purchase this property be denied. Ms. Humphreys <br />seconded the motion which carried. <br />REQUEST OF MARCH OF DIMES TO CONDUCT 20TH ANNUAL WALK AMERICA <br />APRIL 28, 1990 - REFERRED <br />In a letter to the Board, Ms. Diana Dolde, March of Dimes Birth <br />Defects Foundation, Northern Indiana Chapter, 833 Northside <br />Boulevard, P.O. Box 23, South Bend,,Indiana, advised that the <br />Northern Indiana Chapter of the March of Dimes Birth Defects <br />Foundation is requesting permission to conduct the 20th Annual <br />WalkAmerica on Saturday, April 28, 1990. Ms. Dolde submitted <br />with the request a new route which incorporates parts of routes <br />from the past two (2) years but is shorter for all of the novice <br />walkers and removes some of the problem areas from the past. The <br />new route also gives a new starting location. Upon a motion made <br />by Mr. Leszczynski, seconded by Mrs. DeClercq and carried, the <br />request was referred to the appropriate City departments and <br />bureaus for review and recommendation. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORT <br />A report from the Department of Code Enforcement indicating a <br />total of seventy-nine (79) properties cleaned from February 12, <br />1990 to February 22, 1990, was submitted. Upon a motion made by <br />Mrs. DeClercq, seconded by Ms. Humphreys and carried, the report <br />as submitted was filed. <br />APPROVE CLAIMS <br />Mr. Juan Manigault, Executive Director, Employment Training <br />Services of St. Joseph County, submitted a list containing <br />ninety-nine (99) claims and recommended approval.
