57 <br />REGULAR MEETING FEBRUARY 19. 1990 <br />which will entail development of a mall. The project will <br />displace approximately two (200) hundred parking spaces and it is <br />therefore being anticipated that parking spaces can be shifted to <br />the Esther Street location. Mr. Thomas noted that three (3) <br />alleys and eleven (11) houses are affected by this project. In <br />response to an inquiry by members of the Board, Mr. Thomas <br />advised that the University already owns the eleven (11) houses <br />affected. <br />There being no one else present wishing to speak either for or <br />against the proposed vacation of the above referred to alleys, <br />and no written objections having been filed with the Board, Mr. <br />Leszczynski made a motion that the Public Hearing on this matter <br />be closed. Mrs. DeClercq seconded the motion which carried. <br />Mr. Leszczynski advised that favorable comments have been <br />received from the various departments and bureaus that have <br />reviewed this Petition. <br />Therefore, Mrs. DeClercq made a motion that the Clerk forward to <br />the Common Council a favorable recommendation on the vacation of <br />the above referred to alleys subject to any and all utility <br />easements. Ms. Humphreys seconded the motion which carried. <br />AWARD BIDS - SALE OF ABANDONED VEHICLES <br />Mr. Leszczynski advised that pursuant to the opening of bids on <br />February 12, 1990 for twenty-four (24) abandoned vehicles, the <br />Department of Code Enforcement has now recommended that the <br />following bids be awarded: <br />MR.
