56 <br />REGULAR MEETING <br />FEBRUARY 19, 1990 <br />The regular meeting of the Board of Public Works was convened at <br />9:37 a.m. on Monday, February 19, 1990, by Board President John <br />E. Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq <br />and Ms. Katherine Humphreys present. Also present was Chief <br />Deputy City Attorney Thomas Bodnar. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Ms. Humphreys, seconded by Mr. Leszczynski <br />and carried, the minutes of the February 12, 1990, regular <br />meeting of the Board were approved. <br />AGENDA ITEM ADDED <br />Upon a motion made by Mr. Leszczynski, seconded by Ms. Humphreys <br />and carried, an Agreement with Springsted, Inc., for Financial <br />Advisor Services in regards to Tax Anticipation Time Warrants <br />was added to the agenda. <br />OPENING OF BIDS - FOURIER TRANSFORM INFRA -RED ANALYZER WITH <br />GC INTERFACE, DATA SYSTEM, COLOR MONITOR AND PRINTER -PLOTTER <br />Mr. Leszczynski noted that this was the date set for receiving <br />and opening of sealed bids for the sale of the above referred to <br />equipment. The Clerk tendered proofs of publication of Notice in <br />the South Bend Tribune and the Tri-County News which were found <br />to be sufficient. Mr. Leszczynski advised that no bids for the <br />purchase of the above equipment were received by the Board. He <br />therefore made a motion that the Bureau of Wastewater be <br />authorized to proceed with disposing of the equipment in whatever <br />manner appropriate. Mrs. DeClercq seconded the motion which <br />carried. <br />PUBLIC HEARING AND FAVORABLE RECOMMENDATION - ALLEY VACATIONS: <br />2ND E/W ALLEY N. OF HILDRETH STREET <br />- 1ST E/W ALLEY N. OF HILDRETH STREET <br />- 1ST N/S ALLEY E. OF ESTHER STREET <br />Mr. Leszczynski advised that this was the date set for the <br />Board's Public Hearing on the proposed vacation of the following <br />alleys: <br />The second east -west alley, north of Hildreth Street, <br />running east from Esther Street, for a distance of <br />approximately 120 feet to: the west line of an existing <br />16 foot alley in the recorded plats of Bellevue and John <br />Adams first addition; also the first east -west alley north <br />of Hildreth Street, running east from Esther Street, for <br />a distance of approximately 120 feet to the west line of <br />an existing 14 foot alley in the recorded plat of Bellevue; <br />also the first north -south alley east of Esther Street, <br />running north from Hildreth Street, for a distance of <br />approximately 564 feet to the south line of Ruskin Street, <br />in the plats of Bellevue and John Adams first addition. <br />It was noted that this Public Hearing is being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning the Vacation Petition filed by Mr. Raymond W. Casati, <br />Assistant Vice President, Facilities/University Architect, <br />Indiana University, 700 North Walnut Grove, Bloomington, Indiana <br />indicating Mr. Charles R. Owens, Cole Associates, Inc., 2211 East <br />Jefferson Boulevard, South Bend, Indiana, as Contact Person <br />regarding this vacation. It is further noted that Indiana <br />University is the only property owner affected by this proposed <br />vacation. <br />Mr. Chuck Thomas, Indiana University at South Bend, 1700 <br />Mishawaka. Avenue, South Bend, Indiana, was present on behalf of <br />the Petitioner. Mr. Thomas advised the Board that the University <br />hopes to undertake a capital improvement project this summer <br />1 <br />
