REGULAR MEETING <br />OCTOBER 7, 1991 <br />23, 1991 to September 27, 1991. Mrs. DeClercq made a motion that <br />the lists as submitted be accepted for filing. Ms. Humphreys <br />seconded the motion which carried. <br />APPROVE CLAIMS <br />Mr. Leszczynski advised that the Deputy Controllers office has <br />submitted two (2) lists indicating miscellaneous hand -issued <br />checks and claims totalling $632,820.64 and recommends approval. <br />Therefore, Ms. Humphreys made a motion that the claims be <br />approved and the reports as submitted be filed. Mrs. DeClercq <br />seconded the motion which carried. <br />PRIVILEGE OF THE FLOOR: <br />QUESTIONS/CONCERNS REGARDING PARKING IN THE 100 BLOCK OF WILLIAM <br />STREET <br />Mr. Dennis Emery, 501 West Washington Street, South Bend, <br />Indiana, owner of the apartment building at 501 West Washington, <br />was present and addressed the Board. Mr. Emery stated that there <br />are thirty-seven (37) units in his apartment building which to <br />his understanding is on the "fringe" or "border" of the Central <br />Business District. <br />Mr. Emery stated that as of late the residents of his building <br />who park on William Street have been receiving parking tickets. <br />He noted that he has no off street parking and that his building <br />has been at this location for eighty (80) years. He noted that <br />he has not had this problem in the past as the police officers <br />did not ticket in this area which is time restricted parking. <br />However, the parking enforcement officers hired by the City, <br />have now come onto William Street and have begun to issue tickets <br />to the residents who routinely park on William Street. Assistant <br />City Attorney Jenny Pitts Manier noted that William Street is the <br />boundary for the parking enforcement officers. <br />Mr. Emery informed the Board that there is no unrestricted <br />parking close to his building and as he has elderly adults as <br />well as single young and elderly women he is concerned for their <br />safety. He noted that he has discussed this concern with Lt. <br />Larry Blume of the Police Department and has begun work to <br />complete a Petition for the Establishment of a Restricted <br />Residential Parking Zone along side of his building on William <br />Street. He further noted that he has fifteen (15) tenants with <br />vehicles and thirty-three (33) residents total in the building. <br />Mr. Emery advised the Board that his tenants come and go at <br />various hours due to their employment and most of them return <br />home in the evening and therefore do not have a problem with <br />parking and ticketing. However, there are some who leave late <br />and return early and have no other place to park. Mr. Emery <br />noted that there are only four (4) parking spaces on William <br />Street next to his building. <br />Board member Katherine Humphreys advised Mr. Emery that she has <br />had discussions with Lt. Blume concerning this parking problem <br />and advised Mr. Emery to complete the Petition as quickly as <br />possible and return it to the Board in order that it can be <br />processed in a timely manner. <br />Mr. Leszczynski indicated to Mr. Emery that he indeed has a <br />problem with parking and he needs to look at ways to alleviate <br />the problem. The Petition for Restricted Residential Parking is <br />one avenue but in the future should the City expand activities in <br />the downtown area, dependance on on -street parking will become <br />even more of a problem and as parking on street is pushed further <br />and further down the street other residents/businesses will <br />encounter the same problem. <br />
