REGULAR MEETING MAY 6. 1991 <br />The regular meeting of the Board of Public Works was convened at <br />9:31 A.m. on Monday, May 6, 1991, by Board President John E. <br />Leszczynski. Also present were Board members Patricia E. <br />DeClercq and Katherine Humphreys and Board Attorney Jenny Pitts <br />Manier. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. DeClercq, seconded by Ms. Humphreys <br />dnd carried, the minutes of the regular meeting of the Board held <br />on April 29, 1991, were approved. <br />OPENING OF BIDS - THREE (3) TRANSPORT 40 TRACK MAGNETIC TAPE <br />RECORDER/REPRODUCERS AND ONE (1) PORTABLE COMPANION 40 TRACK <br />REPRODUCER UNIT FOR THE CITY'S COMMUNICATION SYSTEM <br />This was the date set for receiving -and opening of sealed bids <br />for the above referred to equipment. The Clerk tendered proofs <br />of publication of Notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. <br />Board Attorney Jenny Pitts Manier informed the Board that the <br />bids submitted by Magnasync, 1135 Mansfield Avenue, Hollywood, <br />California and Dictaphone, 3191 Broadbridge Avenue, Stratford, <br />CT, did not contain the required State Board of Accounts Form 95 <br />and recommended that they be rejected. Therefore, Mrs. DeClercq <br />made a motion that the bids as submitted be rejected. Ms. <br />Humphreys seconded the motion which carried. <br />APPROVE EMERGENCY REPAIR - ROBERTSON'S BUILDING <br />In a letter to the Board, Ms. Cleo Hickey, Downtown Project <br />Manager, Department of Economic Development, advised that it has <br />been brought to her attention that a potentially dangerous <br />situation currently occurs at the Robertson's building located <br />downtown in that pieces of the back exterior wall have been <br />chipping off and falling into the alley. Ms. Hickey noted that <br />she and Mr. Ken Herceg have inspected the suspect area and make <br />recommendation to the Board that emergency repair be made to the <br />exterior wall. Ms. Hickey stated that she will obtain_ at least <br />two (2) independent quotes for this masonry work using a report <br />that will be supplied to her by Mr. Herceg. Ms. Hickey therefore <br />requested that the Board follow the emergency procedures in order <br />to expedite the repair of the property. Mr. Leszczynski made a <br />motion that this request be approved. Mrs. DeClercq seconded the <br />motion which carried. <br />APPROVE CONTRACT FOR COLLECTION SERVICES - MIDWEST COLLECTION <br />SERVICES, INC. <br />Mr. Leszczynski advised that submitted to the Board was a <br />Contract for Collection Services between the City of South Bend <br />and Midwest Collection Services, Inc., 3222 Mishawaka Avenue, <br />South Bend, Indiana. The Contract indicates that Midwest shall <br />serve as the collection agent for the City for past due accounts <br />for the Department of Code Enforcement. Mrs. Patricia E. <br />DeClercq, Director, Department of Code Enforcement, informed the <br />Board that Midwest has provided these services in the past and <br />the Department is pleased with their performance. Therefore, <br />Mrs. DeClercq made a motion that the Contract as submitted be <br />approved and executed. Ms. Humphreys seconded the motion which <br />carried. <br />APPROVE AGREEMENT FOR USE OF PUBLIC RIGHT-OF-WAY FOR FOOT RACES <br />AND SIMILAR EVENTS - MICHIANA WATERSHED, INC. <br />Pursuant to Resolution No. 9-1985, establishing policies and fees <br />for foot races and similar events adopted by the Board of Public <br />Works on March 4, 1985, Michiana Watershed, Inc., St. Joseph <br />County Chapter, has filled Resolution requirements and the <br />
