15 <br />REGULAR MEETING APRIL 1, 1991 <br />APPROVE REQUESTS TO INSTALL SIGNS: <br />- OF BURKHART ADVERTISING TO INSTALL SIGN AT 2216 MIAMI STREET <br />- OF FOREST SIGN TO INSTALL SIGN AT 1905 MIAMI STREET <br />Mr. Leszczynski advised that the appropriate City departments and <br />bureaus have reviewed the above referred to requests which were <br />submitted to the Board on March 11, 1991, and approval is <br />recommended. <br />Therefore, Mrs. DeClercq made a motion that the request of <br />Burkhart Advertising be approved. Mr. Leszczynski seconded the <br />motion which carried. Additionally, Mr. Leszczynski made a <br />motion that the request of Forest Sign be approved. Mrs. <br />DeClercq seconded the motion which carried. <br />DENY REQUEST OF LA SAL•LE GRILL FOR YELLOW CURB IN FRONT OF <br />BUSINESS <br />Mr. Leszczynski advised that on March 25, 1991, the Board <br />received a request from Mr. Stephen S. Haskin, Executive <br />Vice -President, LaSalle Grill, 115 West Colfax, South Bend, <br />Indiana, for a yellow stripe in front of the restaurant entry to <br />allow their customers access and egress in case of an emergency. <br />Mr. Leszczynski advised that this request has been reviewed by <br />the appropriate City departments and bureaus and the Bureau of <br />Traffic and Lighting has advised that granting this request would <br />eliminate two (2) parking spaces in front of this business. <br />Mr. Stephen Haskin, LaSalle Grill, was present and advised that <br />the reason he requested the yellow curb was because Assistant <br />Fire Chief Bert Prawat recommended that they should have this <br />space in case of an emergency. Mr. Haskin noted that the <br />restaurant can accommodate approximately one hundred fifty (150) <br />patrons and indicated that for their safety in case of an <br />emergency the space is requested. <br />Mr. Haskin further noted that the restaurant does have two (2) <br />exits with the dining room exit being the closest to LaSalle <br />Street. Mr. Haskin further stated that should the City not <br />approve this request, he would ask the City for an <br />Indemnification Agreement in case something does happen to his <br />patrons as he does feel responsible for his guests. <br />Mr. Leszczynski noted that the sidewalk in front of the <br />restaurant is twelve feet (12') wide and if there are planters <br />positioned there at the present time they can be moved. It was <br />noted that this restaurant would be the only downtown restaurant <br />requesting this type of parking restriction. Mr. Haskin noted <br />that the Holiday Inn has a fifteen (15) minute parking <br />limitation. <br />After much discussion between Board President John Leszczynski <br />.and Mr. Haskin, Mr. Leszczynski made a motion that the Board <br />accept the recommendation of the Bureau of Traffic and Lighting <br />and deny the request. Mrs. DeClercq seconded the motion which <br />carried. <br />BLOCK PARTY REQUESTS REFERRED: <br />- TO CLOSE NORTH ST. PETER, FROM COLFAX TO WASHINGTON, APRIL 27, <br />1991 <br />- TO CLOSE KALORAMA, FROM HILL STREET TO NORTH ST. LOUIS <br />BOULEVARD, APRIL 19, 1991 <br />Mr. Leszczynski advised that Mr. Brian Rinl, 111 North St. Peter <br />Street, South Bend, Indiana, submitted to the Board an <br />Application For Use of and Blocking of Access to Public <br />Right -of -Way for a Party or Similar Event, requesting that <br />Frances Street, from Madison to Cedar, be dosed from 12:00 noon <br />until 8:00 p.m. on Saturday, April 27, 1991 for a block party. <br />
