m <br />REGULAR MEETING FEBRUARY 11, 1991 <br />City's Tax Anticipation Time Warrants for 1991. She noted that <br />the City has used Springsted for all of the short-term borrowing <br />since 1988 and this Agreement represents the standard terms and <br />conditions. <br />In response to questions from the news media, Mr. Leszczynski and <br />Board Attorney Jenny Pitts Manier advised that the Agreement with <br />Springsted indicates that they shall be paid a fee which is the <br />greater of $6,000.00 or $1.00 per thousand of issue size. As the <br />amount of the issue is $7,050,000.00, the fee will be $7,050.00. <br />Therefore, Mrs. DeClercq made a motion that the Agreement as <br />submitted be approved and executed. Mr. Leszczynski seconded the <br />motion which carried. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT <br />The following Community Development Contract was presented to the <br />Board for approval: <br />FRIENDS OF THE UNEMPLOYED, INC. <br />FRIENDS OF THE UNEMPLOYED ACTIVITY <br />The targeted goal for this activity is to assist forty (40) <br />unemployed persons in obtaining job placement counseling <br />and provide four hundred fifty (450) persons with employment <br />information through a walk-in job clinic. The total cost of <br />this activity shall not exceed $4,832.00. <br />Ms. Marcia Townsend, Department of Economic Development, advised <br />that this Contract is a renewal contract for 1991 and that the <br />Friends of the Unemployed have been funded for this activity for <br />several years. <br />Therefore, upon a motion made by Mrs. DeClercq, seconded by Mr. <br />Leszczynski and carried, the above referred to contracts was <br />approved and executed. <br />APPROVE AGREEMENT FOR SERVICES OF HEARING OFFICER - HUMAN RIGHTS <br />COMMISSION <br />Mr. Leszczynski advised that Ms. Cynthia Love -Bush, Human Rights <br />Commission, has submitted to the Board a renewal of an Agreement <br />for Services of Hearing Officer. <br />The Agreement, between the City of South Bend and Ms. Deborah <br />Hunter Hays, is for the period February 1, 1991 until December <br />31, 1991 and indicates that Ms. Hays shall be compensated the sum <br />of four hundred dollars ($400.00) per case assigned for public <br />hearing. <br />Mrs. DeClercq made a motion that the Agreement as submitted be <br />approved and executed. Mr. Leszczynski seconded the motion which <br />carried. <br />APPROVE AGREEMENT FOR USE OF PUBLIC RIGHT-OF-WAY FOR FOOT RACES <br />AND SIMILAR EVENTS - 8TH ANNUAL SUNBURST MARATHON - JUNE 8, 1991 <br />Mr. Leszczynski advised that pursuant to Resolution No. 9-1985, <br />establishing policies and fees for foot races and similar events, <br />adopted by the Board of Public Works on March 4, 1985, the South <br />Bend Tribune has fulfilled resolution requirements and the <br />appropriate Agreement is being presented to the Board at this <br />time. <br />It was noted that on January 21, 1991, the Board of Public Works <br />approved the request submitted by the South Bend Tribune to <br />conduct this event. Therefore, upon a motion made by Mr. <br />Leszczynski, seconded by Mrs. DeClercq and carried, the Agreement <br />as submitted was approved and executed. <br />
