REGULAR MEETING <br />JANUARY 28, 1991 <br />APPROVE PROPOSAL FOR ENGINEERING SERVICES - FAIRFAX DRIVE <br />nPATNAaP <br />Mr. Leszczynski advised that Lawson -Fisher Associates, 525 West <br />Washington Street, South Bend, Indiana, has submitted a Proposal <br />for Engineering Services for a preliminary study of the drainage <br />problems located along Fairfax Drive near North Falls Church <br />Court. Mr. Leszczynski further advised that the purpose of this <br />study is to look into the drainage problems in the Fairfax <br />area and make some recommendations. The total cost of this <br />Proposal shall not exceed $12,321.00. It is noted that services <br />under this Proposal will include field investigation of the <br />drainage system along Fairfax Drive and the physical <br />configuration of the Crest Manor Detention Basin, define the <br />hydrology for the area and determine possible alternatives for <br />improving drainage and prepare cost estimates for alternatives <br />and a Report of findings. Mr. Leszczynski made a motion that the <br />Proposal as submitted be approved. Ms. Humphreys seconded the <br />motion which carried. <br />APPROVE AGREEMENTS FOR ENGINEERING SERVICES - AIRPORT 2010 <br />PROJECT• <br />- NORTHWEST LOOP STREET <br />- RECONSTRUCTION OF MAYFLOWER ROAD <br />Mr. Leszczynski informed the Board that Cole Associates, 2211 <br />East Jefferson Boulevard, South Bend, Indiana, has submitted to <br />the Board Agreements for Engineering Services for the Northwest <br />Loop Street and the reconstruction of Mayflower Road in <br />conjunction with the Airport 2010 Project. <br />It is noted that the Northwest Loop Street design and survey fee <br />is $40,900.00 and the Mayflower Road design and survey fee is <br />$76,500.00. <br />The Agreement for the Northwest Loop indicates that Cole shall <br />prepare plans, specifications and right-of-way drawings and <br />related items necessary for the purchase of rights -of -way and the <br />construction of the Northwest Loop Street that is connected to <br />relocated Old Cleveland Road in the Airport 2010 Project. <br />The Standard Form of Agreement submitted for the Mayflower Road <br />reconstruction indicates that Cole shall prepare plans, <br />specifications and right-of-way drawing and related items <br />necessary for the purchase of rights -of -way and the construction <br />of Mayflower Road from relocated Old Cleveland Road to the south <br />approximately 2,700 lineal feet with a boulevard type landscaped <br />median. <br />Mr. Leszczynski noted that the timeframe for these projects is <br />one (1) year with the preliminary study to be completed in <br />forty-five (45) days and the final study in sixty (60) days. <br />Therefore, Mr. Leszczynski made a motion that the Agreements as <br />submitted be approved and executed. Ms. Humphreys seconded the <br />motion which carried. <br />APPROVE ASSURANCES TO INDIANA DEPARTMENT OF TRANSPORTATION - <br />TWYCKENHAM DRIVE AND CORBY BOULEVARD PROJECT <br />Mr. Leszczynski advised that submitted to the Board for approval <br />and execution is a letter to the Chief, Division of Land <br />Acquisition, Indiana Department of Transportation, State Office <br />Building, Indianapolis, Indiana, indicating that in compliance <br />with the Uniform Relocation Assistance and Real Property <br />Acquisition Policies Act of 1970, as amended by the Surface <br />Transportation and Uniform Relocation Assistance Act of 1987, the <br />following assurance is made: Where Federal Funds are involved in <br />any project or program which results in real property acquisition <br />or displacement, City of South Bend, Indiana, will comply with <br />said Act and Regulations effective April 2, 1989. Therefore, Mr. <br />Leszczynski made a motion that the Letter as submitted be <br />approved and executed for submission to the Indiana Department of <br />Transportation.
