REGULAR MEETING JANUARY 28, 1991 APPROVE PROPOSAL FOR ENGINEERING SERVICES - FAIRFAX DRIVE nPATNAaP Mr. Leszczynski advised that Lawson -Fisher Associates, 525 West Washington Street, South Bend, Indiana, has submitted a Proposal for Engineering Services for a preliminary study of the drainage problems located along Fairfax Drive near North Falls Church Court. Mr. Leszczynski further advised that the purpose of this study is to look into the drainage problems in the Fairfax area and make some recommendations. The total cost of this Proposal shall not exceed $12,321.00. It is noted that services under this Proposal will include field investigation of the drainage system along Fairfax Drive and the physical configuration of the Crest Manor Detention Basin, define the hydrology for the area and determine possible alternatives for improving drainage and prepare cost estimates for alternatives and a Report of findings. Mr. Leszczynski made a motion that the Proposal as submitted be approved. Ms. Humphreys seconded the motion which carried. APPROVE AGREEMENTS FOR ENGINEERING SERVICES - AIRPORT 2010 PROJECT• - NORTHWEST LOOP STREET - RECONSTRUCTION OF MAYFLOWER ROAD Mr. Leszczynski informed the Board that Cole Associates, 2211 East Jefferson Boulevard, South Bend, Indiana, has submitted to the Board Agreements for Engineering Services for the Northwest Loop Street and the reconstruction of Mayflower Road in conjunction with the Airport 2010 Project. It is noted that the Northwest Loop Street design and survey fee is $40,900.00 and the Mayflower Road design and survey fee is $76,500.00. The Agreement for the Northwest Loop indicates that Cole shall prepare plans, specifications and right-of-way drawings and related items necessary for the purchase of rights -of -way and the construction of the Northwest Loop Street that is connected to relocated Old Cleveland Road in the Airport 2010 Project. The Standard Form of Agreement submitted for the Mayflower Road reconstruction indicates that Cole shall prepare plans, specifications and right-of-way drawing and related items necessary for the purchase of rights -of -way and the construction of Mayflower Road from relocated Old Cleveland Road to the south approximately 2,700 lineal feet with a boulevard type landscaped median. Mr. Leszczynski noted that the timeframe for these projects is one (1) year with the preliminary study to be completed in forty-five (45) days and the final study in sixty (60) days. Therefore, Mr. Leszczynski made a motion that the Agreements as submitted be approved and executed. Ms. Humphreys seconded the motion which carried. APPROVE ASSURANCES TO INDIANA DEPARTMENT OF TRANSPORTATION - TWYCKENHAM DRIVE AND CORBY BOULEVARD PROJECT Mr. Leszczynski advised that submitted to the Board for approval and execution is a letter to the Chief, Division of Land Acquisition, Indiana Department of Transportation, State Office Building, Indianapolis, Indiana, indicating that in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended by the Surface Transportation and Uniform Relocation Assistance Act of 1987, the following assurance is made: Where Federal Funds are involved in any project or program which results in real property acquisition or displacement, City of South Bend, Indiana, will comply with said Act and Regulations effective April 2, 1989. Therefore, Mr. Leszczynski made a motion that the Letter as submitted be approved and executed for submission to the Indiana Department of Transportation.
