WA <br />REGULAR MEETING JANUARY 14, 1991 <br />referred to City owned lots were received on September 29, 1990, <br />October 2, 1990 and October 22, 1990. At this time, the Board <br />has received recommendations from the various City departments <br />and bureaus that have reviewed these requests and it is the <br />recommendation of the Department of Code Enforcement that these <br />requests be denied. <br />Mrs. Patricia E. DeClercq, Director, Department of Code <br />Enforcement, advised that the requests were reviewed as to <br />whether or not there are other properties owned by the person <br />requesting to purchase the property and how that property is <br />maintained. Additionally, the recommendation is based on <br />previous history of the maintenance of those other properties and <br />whatever evidence there may be that there has been a problem in <br />the past. <br />Therefore, Mrs. Humphreys made a motion that the recommendation <br />of the Department of Code Enforcement be accepted and the request <br />to purchase the City -owned lot at 841 South Grant Street be <br />denied. Mrs. DeClercq seconded the motion which carried. <br />Additionally, Ms. Humphreys made a motion that the recommendation <br />of the Department of Code Enforcement be accepted and the request <br />to purchase the City -owned lot at 1113 Burns Street be denied. <br />Mrs. DeClercq seconded the motion which carried. <br />Finally, Ms. Humphreys made a motion that the recommendation of <br />the Department of Code Enforcement be accepted and the request to <br />purchase the City -owned lot known as Lot 16 Kunstman's Addition <br />be denied. Mrs. DeClercq seconded the motion which carried. <br />FILING OF REQUEST FOR PLACEMENT ON EMERGENCY BOARD -UP SERVICES <br />LIST (FIRE DEPARTMENT) <br />Mr. Leszczynski advised that Mr. Doug Holland and Mr. Andy <br />VanLaere, Manvil Construction, Inc., 55425 Berry Avenue, South <br />Bend, Indiana, have requested to be placed on the City's <br />Emergency Board -Up Services list. Therefore, Mr. Leszczynski <br />made a motion that their request be accepted for filing and they <br />be placed on the list. Ms. Humphreys seconded the motion which <br />carried. <br />REQUEST OF CITY AWNING TO INSTALL CANOPY AT 2410 MISHAWAKA AVENUE- <br />- AMERICAN LEGION POST 303 - REFERRED <br />In a letter to the Board, Mr. Bob Hinsch, Sales Representative, <br />City Awning of South Bend, 1835 South Franklin Street, South <br />Bend, Indiana, requested permission to install a backlit canopy <br />at the American Legion Post 303 located at 2410 Mishawaka <br />Avenue. Mr. Hinsch advised that the canopy will encroach onto <br />the public right-of-way and he submitted drawings indicating the <br />canopy details. Mr. Leszczynski made a motion that the request <br />be referred to the appropriate City departments and bureaus for <br />review and recommendation. Ms. Humphreys seconded the motion <br />which carried. <br />FILING OF HUMANE SOCIETY MONTHLY REPORT - DECEMBER <br />Mr. Leszczynski advised that the Board is in receipt of the <br />monthly report for the month of December as received from the <br />Humane Society of St. Joseph County, IN, Inc., indicating the <br />types and number of animals handled for the City of South Bend. <br />Ms. Humphreys made a motion that the report as submitted be <br />accepted for filing. Mrs. DeClercq seconded the motion which <br />carried. <br />APPROVE CLAIMS <br />Mr. Juan Manigault, Executive Director, Employment and Training <br />Services, submitted a list containing forty-one (41) claims and <br />
