41-6 <br />REGULAR MEETING DECEMBER 7, 1992 <br />TABLE REQUEST OF BURKHART ADVERTISING, INC. TO OCCUPY THE PUBLIC <br />RIGHT-OF-WAY OVER ALLEY SOUTH.OF 919 SOUTH MICHIGAN STREET <br />It is noted that on November 2, 1992, the Board received a <br />request from Burkhart Advertising, Inc., to extend a light <br />fixture and cat walk over the alley south of the building at 919 <br />South Michigan Street. Burkhart Advertising noted that they will <br />be installing an advertising structure on the side of the <br />building owned by Mr. Jack Norris at 919 South Michigan Street. <br />Board Attorney and Member Mary H. Mueller advised members of the <br />Board that the Department of Economic Development Design Review <br />Committee has indicated that the location of this proposed sign <br />is within the South Bend Central Development Area and that <br />according to design review guidelines this type of sign is not <br />allowed in the South Bend Central Development Area. <br />Therefore, Mrs. Mueller recommended and made a motion that the <br />Board table this request to allow the Petitioner to take this <br />before the Design Review Committee to see if they would be <br />allowed permission to place this billboard at 919 South Michigan <br />Street. Mr. Caldwell seconded the motion which carried. <br />APPROVE TRAFFIC CONTROL DEVICE <br />Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski <br />and carried, the following one (1) traffic control device was <br />approved: <br />1. NEW INSTALLATION: DETOUR (CLOSE LA SALLE) <br />LOCATION: Close LaSalle Street 12-9-92 at <br />8:00 a.m: to mid -May 1993 for <br />construction of bridge over <br />East Race. Barricades at Niles <br />on the east and west entrance to <br />to East Bank Center. <br />REMARKS: Detour westbound from LaSalle and <br />Hill, south on Hill to Colfax, <br />Colfax west to Lafayette, north <br />on Lafayette to LaSalle <br />(L.W.W.). Eastbound from LaSalle <br />and Main to Colfax, east to <br />Hill, north on Hill to LaSalle. <br />APPROVE LICENSE APPLICATION - SECONDHAND DEALER <br />Mr. Leszczynski advised that the following one (1) secondhand <br />dealers license application has been received: <br />NAME: <br />BY: <br />ADDRESS: <br />FOR THE PURPOSE OF SELLING: <br />SHARON'S CONSIGNMENT SHOP <br />SHARON JENKINS <br />1923 Prairie Avenue <br />Clothing <br />Mr. Leszczynski further advised that favorable recommendations <br />have been received from the Bureau of Traffic and Lighting, <br />Department of Code Enforcement, Police Department and Fire <br />Department on the above application. Upon a motion made by Mr. <br />Leszczynski, seconded by Mrs. Mueller and carried, the above <br />license application was approved and referred to the Deputy <br />Controller's office for issuance of a license. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS <br />Mr. Leszczynski indicated that the Department of Code Enforcement <br />has submitted two (2) lists containing one hundred one (101) City <br />owned and miscellaneous properties which were cleaned by the <br />Department during the period November 17, 1992 to December 2, <br />1992.
