41-6 REGULAR MEETING DECEMBER 7, 1992 TABLE REQUEST OF BURKHART ADVERTISING, INC. TO OCCUPY THE PUBLIC RIGHT-OF-WAY OVER ALLEY SOUTH.OF 919 SOUTH MICHIGAN STREET It is noted that on November 2, 1992, the Board received a request from Burkhart Advertising, Inc., to extend a light fixture and cat walk over the alley south of the building at 919 South Michigan Street. Burkhart Advertising noted that they will be installing an advertising structure on the side of the building owned by Mr. Jack Norris at 919 South Michigan Street. Board Attorney and Member Mary H. Mueller advised members of the Board that the Department of Economic Development Design Review Committee has indicated that the location of this proposed sign is within the South Bend Central Development Area and that according to design review guidelines this type of sign is not allowed in the South Bend Central Development Area. Therefore, Mrs. Mueller recommended and made a motion that the Board table this request to allow the Petitioner to take this before the Design Review Committee to see if they would be allowed permission to place this billboard at 919 South Michigan Street. Mr. Caldwell seconded the motion which carried. APPROVE TRAFFIC CONTROL DEVICE Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski and carried, the following one (1) traffic control device was approved: 1. NEW INSTALLATION: DETOUR (CLOSE LA SALLE) LOCATION: Close LaSalle Street 12-9-92 at 8:00 a.m: to mid -May 1993 for construction of bridge over East Race. Barricades at Niles on the east and west entrance to to East Bank Center. REMARKS: Detour westbound from LaSalle and Hill, south on Hill to Colfax, Colfax west to Lafayette, north on Lafayette to LaSalle (L.W.W.). Eastbound from LaSalle and Main to Colfax, east to Hill, north on Hill to LaSalle. APPROVE LICENSE APPLICATION - SECONDHAND DEALER Mr. Leszczynski advised that the following one (1) secondhand dealers license application has been received: NAME: BY: ADDRESS: FOR THE PURPOSE OF SELLING: SHARON'S CONSIGNMENT SHOP SHARON JENKINS 1923 Prairie Avenue Clothing Mr. Leszczynski further advised that favorable recommendations have been received from the Bureau of Traffic and Lighting, Department of Code Enforcement, Police Department and Fire Department on the above application. Upon a motion made by Mr. Leszczynski, seconded by Mrs. Mueller and carried, the above license application was approved and referred to the Deputy Controller's office for issuance of a license. FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS Mr. Leszczynski indicated that the Department of Code Enforcement has submitted two (2) lists containing one hundred one (101) City owned and miscellaneous properties which were cleaned by the Department during the period November 17, 1992 to December 2, 1992.
