REGULAR MEETING OCTOBER 26, 1992 <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. Mueller <br />and carried, the following three (3) traffic control devices were <br />approved: <br />1. REMOVAL OF: 2 HOUR PARKING <br />6 A.M. TO 6 P.M. <br />REVISED TO: NO PARKING <br />6 A.M. TO 6 P.M. <br />LOCATION: 1005 LA SALLE (NORTH SIDE) <br />REMARKS: Because of the construction at the <br />South Bend Clinic there is <br />congestion at Eddy and LaSalle when <br />a car is parking there during peak <br />hours. <br />2. STREET CLOSURE: HARTZER AT BENDIX <br />REMARKS: Per agreement with the South Shore <br />3. NEW INSTALLATION: NO PARKING - TEMPORARY <br />LOCATION: Dunham - Walnut to Arnold <br />Webster - Dunham to Sample <br />Scott - Ewing to Donald <br />Donald - Kendall to Taylor <br />Both sides of the street will be <br />posted "No Parking" 5 a.m. to 5 p.m. <br />on October 28, 1992 (Wednesday) for <br />the filming of the movie "Rudy." <br />APPROVE STANDARD FORM OF AGREEMENT BETWEEN OWNER AND CONSTRUCTION <br />MANAGER - COLLEGE FOOTBALL HALL OF FAME <br />Mr. Leszczynski advised that a Standard Form of Agreement Between <br />Owner and Construction Manager, has been submitted by Verkler <br />Incorporated, P.O. Box 3608, 4406 Technology Drive, South Bend, <br />Indiana, in regards.to the College Football Hall of Fame. <br />It is noted that the National Collegiate Football Hall of Fame is <br />to be located on Washington Street between St. Joseph and <br />Michigan Streets in downtown South Bend. The project is to <br />include 50,000 gross square feet of building with plaza and site <br />design. Also included is the connecting tunnel between the Hall <br />of Fame and Century Center, all as defined, described and set out <br />in the Revised College Football Hall of Fame Proposal dated May, <br />1992, which is incorporated by reference into this Agreement. It <br />is further noted that Gerard Hilferty and Associates, 14240 Route <br />550, Athens, Ohio and The Troyer Group, Inc., 415 Lincolnway <br />East, Mishawaka, Indiana, are the architects on this project. <br />The lump sum management fee for this project is $230,000.00 and <br />general conditions and construction services fees of not to <br />exceed reimbursables of $297,400.00. <br />Mrs. Mueller advised that, for the record, the execution and <br />approval of this Agreement is subject to the sale of bonds by the <br />South Bend Redevelopment Commission. Therefore, Mrs. Mueller <br />made a motion that this Agreement be approved and executed, <br />subject to the sale of bonds as indicated above.
