REGULAR MEETING <br />AUGUST 17, 1992 <br />twenty-seven (227) claims in the amounts of $75,464.20 and <br />$57,825.51 and recommended approval. <br />Therefore, Mr. Caldwell made a motion that the claims be approved <br />and the lists be filed. Mrs. Mueller seconded the motion which <br />carried. <br />PRIVILEGE OF THE FLOOR <br />CLARIFICATION OF NEWS ARTICLE THAT APPEARED IN THE SOUTH BEND <br />TRIBUNE ON AUGUST 16, 1992 CONCERNING BLACKTHORN GOLF COURSE BIDS <br />Board Attorney and Member Mary H. Mueller noted that on Sunday, <br />August 16, 1992, an article appeared in the South Bend Tribune <br />concerning bids for the construction of the Blackthorn Golf <br />Course. She noted that for the record, Notices to Bidders were <br />sent to the sixty (60) general contractors which are on a bidders <br />list which the Board of Public Works maintains to notify vendors <br />of upcoming projects as well as to another thirty-three (33) <br />contractors who deal specifically with golf course construction. <br />Mrs. Mueller noted that the Notice to Bidders is published twice <br />in two (2) local newspapers and therefore anyone can secure plans <br />and specifications and bid on the project. She noted that the <br />City worked with the Golf course developer to broaden the <br />specifications in order to allow local bidders a chance to bid on <br />the project. <br />In response to a question from the news media concerning the City <br />awarding to the lowest bidder, Mrs. Mueller noted that state <br />statute indicates that the bid shall be awarded to the lowest <br />responsible and responsive bidder. She indicated that responsive <br />means that the bidder has met all requirements of the <br />specifications and responsible means they are able to meet <br />specification as to bid qualifications. If the bidder has no <br />experience under the conditions of the specifications they would <br />have to be rejected. <br />ADJOURNMENT <br />There being no further business to come before the Board, upon a <br />motion made by Mr. Leszczynski, seconded by Mrs. Mueller and <br />carried, the meeting adjourned at 10:08 a.m. <br />ohn E.
