4 REGULAR MEETING JULY 20, 1992 Stipulations to specifications: 1. Dresser -Rand heads will be new not used and will be manufactured to the original design. 2. All characteristics of Dresser -Rand heads will meet or exceed the specifications with the exception that the heads will have new replaceable valve seat inserts (rather than the entire seat being replaceable) as in the original design. 3. Because of its age and relative dormancy, the condition of the pattern used to make the head castings may warrant replacement. Charges to manufacture a new pattern would be in addition to the price of the new heads and payable by the City of South Bend. 4. A charge of $450.00 per day will be assessed if an in -factory inspection of the heads is required by the City of South Bend prior to shipment. 5. A $150.00 charge will be assessed for any written certifications that are required. 6. Sale of the new heads will be subject to Dresser-Rand's general terms of sale (form D-R 100 attached to bid) with the exception that the standard warranty will be extended to one (1) year in order to accommodate the specifications. Upon a motion made by Mr. Leszczynski, seconded by Mrs. Mueller and carried, the above bids were referred to the Division of Environmental Services for review and recommendation. APPROVE COMMUNITY DEVELOPMENT ADDENDUM The following Community Development Addendum was presented to the Board for approval: ADDENDUM I HOUSING DEVELOPMENT CORPORATION SOUTH BEND HERITAGE FOUNDATION Addendum I add $200,000.00 to the original Contract amount for new construction of low/moderate housing on West Washington Street. The total contract amount is $400,000.00. In response to a question from Mr. Leszczynski, Ms. Marcia Townsend, Department of Economic Development, advised that these additional funds will come from the Community Development Block Grant. Upon a motion made by Mrs. Mueller, seconded by Mr. Caldwell and carried, the above referred to Addendum was approved and executed. APPROVE SERVICE AGREEMENT - FLOW MONITORS - WASTEWATER TREATMENT PLANT Mr. John J. Dillon, Director, Division of Environmental Services, submitted to the Board a Service Agreement with ADS Environmental Services, Inc., Cummings Research Park, 5025 Bradford Boulevard, Huntsville, Alabama. Mr. Dillon recommended that the Board approve the above referred to Agreement which covers the 4 series 4500 flow monitors and the 1 series 3500 flow monitors that were installed in the collection system last year as a part of the Greeley and Hanson study. Mr. Dillon noted that the warranty period has expired. Mr. Leszczynski noted that the total amount of this Agreement is $18,420.00 for the next twelve (12) months and covers the repair and/or replacement of any equipment.
