Material delivery would require four (4) to six <br />(6) weeks. <br />Mr. Caldwell made a motion that the above Quotations be referred <br />to the Division of Environmental Services for review and <br />recommendation. Mrs. Mueller seconded the motion which carried. <br />INVOKE EMERGENCY POWERS OF BOARD AND AWARD CONTRACT - REPLACEMENT <br />OF A TERTIARY CLARIFIER MAIN DRIVE BEARING - WASTEWATER TREATMENT <br />PLANT <br />In a letter to the Board, Mr. Karl R. Kopec, Manger of <br />Operations, Division of Environmental Services, requested that <br />the Board declare the replacement of a tertiary clarifier main <br />drive bearing to be an emergency. This declaration would allow <br />the Bureau to contract for the repair work without soliciting <br />quotes. <br />Mr. Kopec noted that this bearing failure has reduced the <br />tertiary treatment capacity of the Wastewater Treatment Plant by <br />one-half. Tertiary treatment is employed to remove phosphorus as <br />mandated by the Plant's NPDES Permit. Time is of the essence in <br />effecting this repair to restore full treatment capacity. He <br />noted that the drive bearing is five feet (51) in diameter and <br />supports the sludge collector mechanism in a 200-foot diameter <br />clarifier tank. Based on past bearing replacements, this work <br />will cost around $15,000.00. The Bureau would employ the <br />contractor that replaced the main drive bearing in the other <br />clarifier to save time and to reduce the potential for delays or <br />hang-ups in the repair work. <br />In response to questions from the news media, Mr. Kopec <br />reiterated that the work entails the replacement of a main <br />bearing in the center of the clarifer. He indicated that the <br />contractor who did work previously at the plant is Industrial <br />Installations, Inc., of Mishawaka, Indiana, who is familiar with <br />this type of work and can get in and out quickly. Mr. Kopec also <br />advised that the plant is in compliance with their permit at this <br />time treating seventy per cent (70%) of the phosphorus. <br />Mrs. Mueller made a motion that the Board declare that an <br />emergency exists that requires immediate replacement of this <br />bearing and award the contract to Industrial Installations, Inc., <br />of Mishawaka, Indiana, on a time and materials basis. Mr. <br />Caldwell seconded the motion which carried. <br />APPROVE LEASE AGREEMENT - WATER PURIFICATION EQUIPMENT - <br />WASTEWATER TREATMENT PLANT <br />Board Attorney Mary H. Mueller advised that submitted to the <br />Board at this time is a Lease Agreement with Continental Water <br />Systems of South Bend, 1126 East Jefferson, Unit B, Mishawaka, <br />Indiana. This Lease Agreement indicates a monthly fee of $106.00 <br />for the lease of water purification equipment. Mrs. Mueller <br />noted that it was determined that it was more cost effective to <br />lease this equipment which includes maintenance instead of <br />purchasing this equipment and also paying an additional <br />maintenance fee. Mrs. Mueller made a motion that the Lease <br />Agreement, with the changes she made as indicated on the <br />Agreement form, be approved and executed. Mr. Caldwell seconded <br />the motion which carried. <br />
