REGULAR MEETING MAY 4, 1992 <br />Board award the low bid of Shamrock Ford Truck Sales, Inc., 4707 <br />West Western Avenue, South Bend, Indiana, in the -amount of <br />$44,360.72. Mrs. Mueller made a motion that the recommendation <br />be accepted and the bid be awarded. Mr. Caldwell seconded the <br />motion which carried. <br />AWARD BID - ONE (1) COMBINATION JET RODDER/VACUUM MACHINE <br />INCLUDING CAB AND CHASSIS <br />Mr. Leszczynski advised that the Board is in receipt of a <br />Memorandum from Mr. Robert Kruszynski, Manager, Department of <br />Sanitation, concerning the two (2) bids received on April 13, <br />1992, for the above referred to equipment. <br />Mr. Kruszynski indicated that the Board received one (1) bid from <br />Deeds Equipment Company, Inc., 8015 East 45th Street, P.O. Box <br />26036, Lawrence, Indiana, for one (1) new Peabody Myers Vactor <br />Model 2110C-2 Combination Sewer Cleaner mounted on a new 1992 <br />Ford LN8000 single axle truck in the amount of $139,989.00 and <br />one (1) bid from Best Equipment Company, Inc., 2804 North <br />Catherwood Avenue, Indianapolis, Indiana, for one (1) Vac -Con <br />combination sewer and catch basin cleaner in the amount of <br />$134,968.00. <br />Mr. Kruszynski noted that the bid for the Vactor met the <br />requirements of the specifications. The bid for a Vac -Con <br />however, failed to meet the specifications in significant ways. <br />Mr. Kruszynski submitted a detailed three (3) page list of <br />comparisons between the two bids. It was noted that the bid for <br />a Vac -Con failed to meet the following requirements which were <br />considered the most serious: <br />- Specifications required an aluminum centrifugal <br />compressor for safety reasons. The bid for a Vac -Con <br />specified stainless steel fan blades instead of aluminum fan <br />blades. The bid for a Vactor was an aluminum centrifugal <br />compressor as required. <br />- Specifications required the jet rodder/vacuum machine to have <br />the capability to vacuum with the truck in the driving mode. <br />The Vac -Con is capable of meeting this specific requirement <br />but the bid failed to do so. The bid for a Vac -Con lists <br />this capability as an option but it was not offered as part <br />of the bid price. The bid for a Vactor offers a machine that <br />does meet the specifications in this respect. <br />- Specifications required hose reel controls on both sides of <br />the reel for operator safety. By having controls on both <br />sides of the hose reel, it would never be necessary for an <br />operator to stand in traffic while operating the reel. Dual <br />hose reel controls are not standard for either manufacturer <br />that bid for this equipment. The low bid for a Vac -Con only <br />has a single control. The Vactor does provide for dual <br />controls and met the specifications. <br />- Since this particular piece of equipment is used to vacuum <br />fluids, its electrical system is subject to shorting. <br />Specifications required, therefore, that the entire <br />electrical system be sealed to NEMA 4 standards. Again, it <br />is not standard for either company that bid on this equipment <br />to provide a sealed electrical system. The bid for a Vac -Con <br />did not contain a sealed electrical system. The bid for a <br />Vactor will meet specifications. <br />Finally, Mr. Kruszynski noted that the specifications also <br />required equipment with an eight foot (81) boom. The bid for a <br />Vac -Con was with a five foot (51) boom. The bid for a Vactor <br />will meet the specifications. The bid for a Vactor provided, <br />
