REGULAR MEETING FEBRUARY 24, 1992 <br />FAVORABLE RECOMMENDATION - VACATION OF 1ST, 2ND AND 4TH EAST/WEST <br />ALLEYS NORTH OF PORTAGE AVENUE AND THE 3RD E/W ALLEY NORTH OF <br />PORTAGE <br />It is noted that on December 9, 1991, the Board of Public Works <br />conducted a Public Hearing pursuant to a Vacation Petition which <br />was filed to vacate the following alleys: <br />The first, second, third, fourth alleys north of <br />Portage located between Leland Avenue and Forest Avenue <br />excluding the portions of the north/south alley between <br />Forest and Leland <br />At that time, the Board submitted to the Common Council a <br />negative recommendation concerning this vacation. <br />Mr. Leszczynski advised that the Board is now in receipt of a <br />"revised" vacation proposal to vacate the following alleys: <br />The first, second, and fourth east/west alleys north <br />of Portage Avenue located between the west right-of-way <br />line of North Forest Avenue and the east right-of-way <br />line of the first north/south alley west of Forest <br />Avenue. In addition, the third east/west alley north <br />of Portage Avenue located between the east right-of-way <br />line of North Leland Avenue and the west right-of-way <br />line of the first north/south alley west of North Forest <br />Avenue. The total distance of the alleys to be vacated <br />is approximately 480 feet. <br />Mr. Leszczynski noted that this revised proposal is a compromise <br />reached by the residents affected by the vacation. Mr. <br />Leszczynski further noted that favorable recommendations have <br />been received by the Engineering Department, Department of <br />Economic Development and the Fire Department concerning this <br />revised vacation. Therefore, Mrs. DeClercq made a motion that <br />the Board send to the Common Council a favorable recommendation <br />concerning this revised vacation proposal. Mr. Caldwell seconded <br />the motion which carried. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACTS <br />The following Community Development Contracts were presented to <br />the Board for approval: <br />CONTRACT <br />YOUNG WOMEN'S CHRISTIAN ASSOCIATION <br />WOMEN'S CRISIS SHELTER ACTIVITY <br />The targeted goal for this activity is to provide shelter <br />to two hundred thirty (230) women and their children. The <br />total cost of this activity shall not exceed $25,078.00. <br />CONTRACT <br />LEGAL SERVICES OF NORTHERN INDIANA, INC. <br />LEGAL SERVICES ACTIVITY <br />The targeted goal for this activity is to provide one <br />thousand two hundred (1,200) low and moderate income persons <br />with counseling, referral, advice/brief case services and <br />individual case representation in civil matters. The total <br />cost of this activity shall not exceed $35,370.00. <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Caldwell and <br />carried, the above referred to Contracts were approved and <br />executed. <br />APPROVE AGREEMENT - NBDC COMMERCIAL REVOLVING LOAN FUND ACTIVITY <br />Ms. Marcia Townsend, Department of Economic Development, advised <br />
