REGULAR MEETING FEBRUARY 3, 1992 The regular meeting of the Board of Public Works was convened at 9:30 a.m. on Monday, February 3, 1992, by Board President John E. Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq and new Board member James R. Caldwell present. Also present was Assistant City Attorney Mary H. Mueller. WELCOME NEW BOARD MEMBER - JAMES R. CALDWELL Members of the Board welcomed Mr. James R. Caldwell, the Mayor's Administrative Assistant, as the new member of the Board of Public Works who replaces Katherine Humphreys who resigned as City Controller. APPROVE MINUTES OF PREVIOUS MEETING Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski and carried, the minutes of the regular meeting of the Board held on January 27, 1992, were approved. PUBLIC HEARING AND FAVORABLE RECOMMENDATION - VACATION OF WEST JEFFERSON STREET, FROM THE WEST LINE OF LOT #32 RUNNING E. TO 40 FEET EAST OF THE EAST LINE OF LOT 29 Mr. Leszczynski advised that this was the date set for the Board's Public Hearing on a proposed street vacation described as follows: West.Jefferson Street from the west line of Lot #32 running east to 40 feet east of th east line of Lot #29 in Ann Thomas Subdivision to the City of South Bend, Indiana, for a distance of approxi- mately 270 feet It was noted that this Public Hearing is being held in order for the Board to submit a recommendation to the Common Council concerning the Vacation Petition filed by the Northern Indiana Historical Society, Inc., 808 West Washington Street, South Bend, Indiana, which indicated Mr. Lloyd S. Taylor, 808 West Washington Street, South Bend, Indiana, as the Contact Person. It was further noted that pursuant to South Bend Municipal Code Section 18.53-8, owners whose property abut the proposed street to be vacated, as well as property owners within one hundred fifty (1501) feet of the street to be vacated, were notified of the Board's Public Hearing date. Mr. Lloyd S. Taylor, 808 West Washington Street, South Bend, Indiana, was present and addressed the Board. Mr. Taylor indicated that in late 1988 the Cunningham family and the Oliver Estate transferred Copshalom and some real estate to the Northern Indiana Historical Society with the understanding that Copshalom would be open to the public and that in the future a museum would be constructed on that site. Therefore, at that time the Oliver's and the Historical Land Foundation acquired several lots on the north side of Jefferson Street with the intent to build on those lots. However, they discovered that the site was unsuitable and they started to acquire lots on the south side of Jefferson Street with the hope that they would be able to vacate a portion of Jefferson Street in the future. They have now acquired all of the lots bordering on.Jefferson Street on the north and south sides. Planned Parenthood owns lots #11 and #12 and the Historical Society owns Lots #13 and #14. Mr. Taylor noted that Lots with Key numbers 21-11 and 21-10 are owned by Mr. Larry Williams. The City's Redevelopment Department is attempting to acquire Mr. Williams' lots through condemnation.
