REGULAR MEETING <br />FEBRUARY 3, 1992 <br />The regular meeting of the Board of Public Works was convened at <br />9:30 a.m. on Monday, February 3, 1992, by Board President John E. <br />Leszczynski, with Mr. Leszczynski, Mrs. Patricia E. DeClercq and <br />new Board member James R. Caldwell present. Also present was <br />Assistant City Attorney Mary H. Mueller. <br />WELCOME NEW BOARD MEMBER - JAMES R. CALDWELL <br />Members of the Board welcomed Mr. James R. Caldwell, the Mayor's <br />Administrative Assistant, as the new member of the Board of <br />Public Works who replaces Katherine Humphreys who resigned as <br />City Controller. <br />APPROVE MINUTES OF PREVIOUS MEETING <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the minutes of the regular meeting of the Board held <br />on January 27, 1992, were approved. <br />PUBLIC HEARING AND FAVORABLE RECOMMENDATION - VACATION OF WEST <br />JEFFERSON STREET, FROM THE WEST LINE OF LOT #32 RUNNING E. TO 40 <br />FEET EAST OF THE EAST LINE OF LOT 29 <br />Mr. Leszczynski advised that this was the date set for the <br />Board's Public Hearing on a proposed street vacation described as <br />follows: <br />West.Jefferson Street from the west line of Lot <br />#32 running east to 40 feet east of th east line <br />of Lot #29 in Ann Thomas Subdivision to the City <br />of South Bend, Indiana, for a distance of approxi- <br />mately 270 feet <br />It was noted that this Public Hearing is being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning the Vacation Petition filed by the Northern Indiana <br />Historical Society, Inc., 808 West Washington Street, South Bend, <br />Indiana, which indicated Mr. Lloyd S. Taylor, 808 West Washington <br />Street, South Bend, Indiana, as the Contact Person. <br />It was further noted that pursuant to South Bend Municipal Code <br />Section 18.53-8, owners whose property abut the proposed street <br />to be vacated, as well as property owners within one hundred <br />fifty (1501) feet of the street to be vacated, were notified of <br />the Board's Public Hearing date. <br />Mr. Lloyd S. Taylor, 808 West Washington Street, South Bend, <br />Indiana, was present and addressed the Board. Mr. Taylor <br />indicated that in late 1988 the Cunningham family and the Oliver <br />Estate transferred Copshalom and some real estate to the Northern <br />Indiana Historical Society with the understanding that Copshalom <br />would be open to the public and that in the future a museum would <br />be constructed on that site. <br />Therefore, at that time the Oliver's and the Historical Land <br />Foundation acquired several lots on the north side of Jefferson <br />Street with the intent to build on those lots. However, they <br />discovered that the site was unsuitable and they started to <br />acquire lots on the south side of Jefferson Street with the hope <br />that they would be able to vacate a portion of Jefferson Street <br />in the future. <br />They have now acquired all of the lots bordering on.Jefferson <br />Street on the north and south sides. Planned Parenthood owns <br />lots #11 and #12 and the Historical Society owns Lots #13 and <br />#14. Mr. Taylor noted that Lots with Key numbers 21-11 and 21-10 <br />are owned by Mr. Larry Williams. The City's Redevelopment <br />Department is attempting to acquire Mr. Williams' lots through <br />condemnation. Mr. Taylor submitted to the Board the Order of <br />
