REGULAR MEETING <br />JANUARY 13, 1992 <br />1 <br />n <br />- REQUEST OF ST. JOSEPH COUNTY RIGHT TO LIFE, INC. TO CONDUCT <br />PROCESSION - JANUARY 22, 1992 <br />Ms. Karen Stuart Kelly, President, St. Joseph County Right to <br />Life, Inc., 320 North Lafayette Boulevard, South Bend, <br />Indiana, advised the Board that the Right to Life <br />organization plans a peaceful procession on Wednesday, <br />January 22, 1992 beginning at 12:00 noon and lasting one (1) <br />hour, on the sidewalk outside of the Federal Court Building <br />at Jefferson and Main Streets in downtown South Bend. Ms. <br />Kelly noted that protestors symbolically call to mind the <br />January 22, 1973 U.S. Supreme Court decision legalizing <br />abortion on demand. <br />Ms. Kelly further noted that last year it was necessary to <br />process around the entire block to remain orderly because of <br />the volume of people attending. They plan to have some of <br />their number assist vehicular traffic enter or exit from <br />alleys unless such provision is made by the local police <br />department. In conclusion, Ms. Kelly noted that the plans <br />call for remaining on the sidewalk and not impeding <br />pedestrian traffic or vehicular traffic. <br />- REQUEST OF GARY SIGN COMPANY TO ERECT SIGN AT ANIMAL FEED <br />AND GARDEN CENTER, INC. <br />In a letter to the Board, Mr. Gerald T. Mick, Gary Sign <br />Company, 3289 East 83rd Place, Merrillville, Indiana, advised <br />that the company has been contracted by Mr. Larry Karp, owner <br />of Animal Feed and Garden Center, Inc., 1326 South Michigan <br />Street, South Bend, Indiana, (formerly known as Rose's <br />Hatchery) to install a new four foot (41) by eight foot (81) <br />double face illuminated reader board to replace the existing <br />four foot (41) by eight foot (81) sign frame. Mr. Mick noted <br />that they will remove the existing four foot (41) by six foot <br />(61) stick -out sign from the building. <br />Mr. Mick further advised that the new sign will eliminate the <br />two (2) four foot (41) by six foot (61) signs that currently <br />project over the sidewalk, but the new sign will also project <br />approximately two feet (21) farther onto the sidewalk with <br />about eight feet (81) of clearance to the curb. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mrs. DeClercq, seconded by Mr. Leszczynski <br />and carried, the following three (3) traffic control devices were <br />approved: <br />1. NEW INSTALLATION: Unattended vehicles will be towed. <br />Close all gaps. <br />LOCATION: New Energy - Calvert to Prairie - <br />east side on Calvert - west of <br />New Energy south side. <br />REMARKS: Requested by Police Department <br />2. REVISED TO: No Parking - 6 p.m. to 4 a.m. <br />tow zone <br />LOCATION: On New Energy - Calvert to <br />Prairie - east side on Calvert - <br />south side west of New Energy <br />REMARKS: Requested by Police Department <br />3.
