At this <br />time it is imperative, with winter coming, that the street be <br />repaired immediately. Therefore, the Board has been asked to <br />invoke its emergency powers, declare that an emergency exists and <br />authorize the Division of Engineering to solicit Quotations for <br />the repair of this street. <br />It was noted that, in a Memorandum to the Board, Mr. Carl P. <br />Littrell, Director, Division of Engineering, requested that the <br />11 <br />
