REGULAR MEETING <br />NOVEMBER 1, 1993 <br />by non-resident vehicles at least twenty-five per cent (25%) of <br />the time. The results of the traffic study conducted on Almond <br />Court indicates that the curb space was occupied only forty-two <br />per cent (42%) of the time and the curb space was not occupied by <br />any non-resident vehicles. <br />Therefore, Mr. Leszczynski made a motion that the Petition for the <br />Establishment of a Restricted Residential Parking Zone from 812- <br />824 Almond Court be denied. Mr. Caldwell seconded the motion <br />which carried. <br />DENY REQUEST FOR RESTRICTED RESIDENTIAL PARKING ZONE - 600 BLOCK <br />OF WEST CALVERT STREET <br />Mr. Carl P. Littrell, Director, Division of Engineering, informed <br />the Board that on September 27, 1993, the Board received a <br />Petition for the Establishment of a Restricted Residential Parking <br />Zone on both sides of the 600 block of West Calvert Street. On <br />October 12, 1993, the Bureau of Traffic and Lighting conducted a <br />twelve (12) hour investigation of the cars parked in the petition <br />area. The investigation found that the criteria of the ordinance <br />were not met and therefore Mr. Littrell recommended that the <br />Petition be denied. <br />It is noted that the ordinance indicates that curb space must be <br />occupied seventy-five per cent (75%) of the time. Additionally, <br />curb space must be occupied by non-resident vehicles at least <br />twenty-five per cent (25%) of the time. In this particular <br />instance, there were twenty-two (22) parking spaces available. <br />Ten (10) spaces on the north side and twelve (12) on the south <br />side of the street. The investigation indicates that curb spaces <br />was occupied only fourteen per cent (14%) of the time and curb <br />space was occupied by non-resident vehicles just over thirteen and <br />one-half per cent (13.5%). <br />Mr. Leszczynski made a motion that the Petition as submitted be <br />denied based on the result of the investigation. Mr. Caldwell <br />seconded the motion which carried. <br />REQUEST OF ERSKINE BOULEVARD RESIDENTS TO CONDUCT 7TH ANNUAL <br />CANDLELIGHT WALK - DECEMBER 18, 1993 - REFERRED <br />In a letter to the Board, Mr. David Cowper, Event Coordinator, <br />2720 Erskine Boulevard, South Bend, Indiana, advised that the <br />Erskine Boulevard residents request permission to conduct the 7th <br />Annual Erskine Boulevard Candlelight Walk, from 6:00 p.m. to 10:00 <br />p.m. on Saturday, December 18, 1993. Mr. Cowper advised that no <br />activities will be held in the street except carriage rides that <br />will be conducted by Bonneyville Carriage Rides. Mr. Cowper <br />requested the necessary "No Parking" signs and "Slow" signs to be <br />utilized during the Walk. Mr. Leszczynski made a motion that this <br />request be referred to the appropriate City departments and <br />bureaus for review and recommendation. Mr. Caldwell seconded the <br />motion which carried. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS <br />Mr. Leszczynski advised that the Department of Code Enforcement <br />has submitted two (2) lists containing eighty-seven (87) City <br />owned and miscellaneous properties which were cleaned by the <br />Department from October 18, 1993 to October 22, 1993. Mr. <br />Caldwell made a motion that the lists as submitted be accepted for <br />filing. Mrs. Manier seconded the motion which carried. <br />APPROVE CLAIMS <br />Mr. Kevin Horton, City Controller, submitted claims in the amount <br />of $1,591,445.78 and recommended approval. Mr. Caldwell made a <br />motion that the claims be approved and the report as submitted be <br />1 <br />1 <br />
