REGULAR MEETING <br />SEPTEMBER 7, 1993 <br />6. The first east/west alley south of East Dayton Street from <br />the west right-of-way line of South Marietta to the west line <br />of lot 127 for a distance of approximately 120 feet and a <br />width of approximately 14 feet. Part located in Studebaker's <br />Second Addition to the City of South Bend. <br />Mr. Ralph Komasinski, Deputy Superintendent of Administration, <br />South Bend Community School Corporation, 635 South Main Street, <br />South Bend, Indiana, was present and addressed the Board <br />concerning this Vacation Petition. <br />Mr. Komasinski stated that for the past twenty (20) years the <br />South Bend Community School Corporation has debated the <br />Riley/Jackson issue and the Board of School Trustees has now <br />reached a decision to build a new facility at the current Riley <br />High School site. <br />The Board was informed that the current Riley High School was <br />built in 1924. It is the School Board's intent to make the new <br />Riley High School a campus type setting. The Corporation has <br />purchased twenty (20) houses bound by Bowman and Calvert Streets <br />and plans to purchase an additional thirty-four (34) properties <br />north of Calvert Street approximately one-half (1/2) block of <br />Milton. <br />Additionally, they are interested in three (3) vacant properties <br />on the corner of Marietta and Dayton that will enhance the green <br />space of the campus. <br />Mr. Komasinski stated that the South Bend Community School <br />Corporation has petitioned to vacate streets which include Bowman, <br />Rush, Calvert and Milton as well as several alleys. The <br />acquisition of property and vacation of streets and alleys <br />provides the opportunity to set the high school building off the <br />street, to provide a bus pick-up lane and provides parking north <br />of the building. Additionally, vacation of the streets allows the <br />building footprint to be out of the flood plain of Bowman Creek. <br />Mr. Komasinski asked that the Board consider the vacation of these <br />streets and alleys as part and parcel of the overall Riley High <br />School Project. He noted that on September 23, 1993, a hearing on <br />the form of the Lease will be held. Advertisement for bids for <br />the project will take place in October and a thirty (30) day <br />remonstrance period begins. A Public Hearing will be held in late <br />November, early December and it is anticipated that the Tax <br />Commissioner will provide a final determination by mid -December. <br />In closing Mr. Komasinski asked for the Board's favorable approval <br />of the closing of the streets and alleys outlined above which will <br />enhance the Riley High School project. This project is the School <br />Corporation's commitment to have a high school within the City <br />limits. <br />Mr. Leszczynski thanked Mr. Komasinski for his brief overview and <br />stated that the biggest concern is the closing of Calvert Street. <br />In that regard, the City has retained Cole Associates to conduct <br />an impact study. Mr. Leszczynski noted that a representative from <br />Cole Associates was present today to outline their report for the <br />Board. <br />Mr. Kamyar Fattahi, Senior Transportation Engineer, Cole <br />Associates, 2211 East Jefferson Boulevard, South Bend, Indiana, <br />was present and outlined the results of the report which was <br />presented to the Board entitled "Calvert Street Closing: Traffic <br />Impact Analysis. <br />Mr. Fattahi stated that Mr. Komasinski gave the Board the <br />background for the proposed closing of the streets and alleys <br />proposed by the South Bend Community School Corporation.
