4 U <br />REGULAR MEETING <br />SEPTEMBER 7, 1993 <br />data which could be utilized to prepare a before and after <br />analysis. <br />Therefore, Mr. Leszczynski made a motion that the Board submit to <br />the Common Council a favorable recommendation concerning the <br />Vacation Petition submitted by the South Bend Community School <br />Corporation with the understanding that this recommendation is <br />strictly technical in nature and the impact of this vacation on <br />the neighborhood would be under the purview of the Common Council. <br />Mr. Leszczynski further noted that the Cole report is available <br />for Council review. Mr. Caldwell seconded the motion which <br />carried. <br />APPROVE COMMUNITY DEVELOPMENT ADDENDUM <br />The following Community Development Addendum was presented to the <br />Board for approval: <br />ADDENDUM I <br />SOUTH BEND POLICE DEPARTMENT <br />NEIGHBORHOOD PATROL ACTIVITY <br />Addendum I expands the service area for this project. The <br />Addendum indicates that Neighborhood Patrol Activity funds <br />shall be restricted to use within the boundaries of the <br />Neighborhood Revitalization Area and an area bounded by <br />Elwood, Lincolnway West, Olive and Angela. <br />Upon a motion made by Mr. Caldwell, seconded by Mr. Leszczynski <br />and carried, the above referred to Addendum was approved and <br />executed. <br />APPROVE PROPOSAL - ENGINEERING SERVICES - BOWMAN TRUNK <br />INVESTIGATION AT THE CONRAIL CULVERT <br />- INVOKE EMERGENCY POWERS - REPAIR OF SEWER - BOWMAN CREEK AT <br />THE CONRAIL CULVERT <br />APPROVE AGREEMENT - DESIGN AND COORDINATION OF REPAIRS - <br />BOWMAN CREEK TRUNK SEWER <br />Mr. Jack Dillon, Director, Division of Environmental Services, <br />submitted to the Board a Proposal with Lawson -Fisher Associates, <br />525 West Washington Street, South Bend, Indiana for the Bowman <br />Trunk Sewer investigation at the Conrail Culvert at the Bowman <br />Trunk Sewer Outfall and at the Clyde Creek Outfall. The total <br />cost of this Proposal is $13,200.00 which includes approximately <br />$6,800.00 for diving expenses. <br />Additionally, Mr. Dillon noted that Lawson -Fisher Associates, <br />pursuant to their Proposal for Engineering Services, have <br />uncovered a breach in the sewer under the culvert which allows <br />flow from Bowman Creek to enter the City's sanitary system. The <br />volume of this infiltration has been estimated to be over one (1) <br />MGD. Mr. Dillon further noted that Lawson -Fisher has suggested a <br />method of repair that would involve soil grouting and repair of <br />the sewer from above. Due to the severity of the inflow and the <br />proximity of the culvert, Mr. Dillon requested that the Board <br />declare this an emergency situation and allow the City to bypass <br />the normal bidding procedures for the repair of this line. <br />Further, Mr. Dillon submitted to the Board a Contract with Lawson - <br />Fisher Associates., for the design and coordination of the repairs <br />on the Bowman Creek Trunk Sewer at the Conrail culvert. The work <br />to be done will be billed on an hourly basis and is estimated to <br />cost approximately $30,000.00. <br />Therefore, Mr. Caldwell made a motion that the Proposal for <br />Engineering Services be approved, that the Board invoke its <br />emergency powers, declare that an emergency exists and authorize <br />the immediate receipt of bids for this project and that the <br />1 <br />1 <br />
