REGULAR MEETING JUNE 1, 1993 <br />made a motion that this request be approved. Mrs. Mueller <br />seconded the motion which carried. <br />APPROVE REQUEST OF POTAWATOMI ZOOLOGICAL SOCIETY, INC., TO MAKE <br />WALL STREET ONE WAY, HEADING WEST, IN CONJUNCTION WITH ZOOFEST - <br />JUNE 2-6, 1993 <br />DENY REQUEST TO PLACE A BANNER OVER GREENLAWN AVENUE NEAR THE ZOO <br />IN CONJUNCTION WITH ZOOFEST AND <br />ACKNOWLEDGE WITHDRAWAL OF REQUEST TO CLOSE WALL STREET AND PLACE <br />BANNERS OVER MISHAWAKA AVENUE IN CONJUNCTION WITH COUNTRY-FEST. <br />JUNE 12-26, 1993 <br />Mr. Caldwell made a motion that the request of the Potawatomi <br />Zoological Society to make Wall Street one-way in conjunction with <br />Zoofest, June 2-6, 1993, be approved and the request to place a <br />banner over Greenlawn Avenue in conjunction with the Zoofest be <br />denied. Mrs. Mueller seconded the motion which carried. It is <br />noted that these requests were submitted to the Board on March 1, <br />1993, and have received favorable recommendations from various <br />City departments and bureaus. <br />It is further noted that the Board has been advised that the <br />request to close Wall Street and to place banners over Mishawaka <br />Avenue in conjunction with the Country Fest, June 12-26, 1993, has <br />been withdrawn. <br />AWARD BID - ONE (1) 27 C.Y. SIDE LOADING AUTO PACKER AND FIVE (5) <br />25 C.Y. REAR LOADING AUTO PACKERS <br />Board Attorney and Member Mary H. Mueller informed members of the <br />Board that Hill Truck Sales, Inc., 1011 West Sample Street, South <br />Bend, Indiana, was low bidder for one (1) 27 yard side loading <br />auto packer in the amount of $116,104.00. <br />Mrs. Mueller further noted that Zent's Truck Sales, 6806 Parrott <br />Road, Fort Wayne, Indiana, was the low bidder at $491,880.00 for <br />five (5) 25 yard rear loading auto packers. However, in a letter <br />to the Board, Mr. Robert Kruszynski, Manager, Department of <br />Sanitation, advised that the bid of Zent's did not meet <br />specifications in significant areas. Some of the most serious <br />failures are: <br />1. Specifications call for a high compaction unit. The <br />unit bid by Zent's does not offer high compaction. <br />2. Specifications call for the hopper floor to be a <br />minimum of seven (7) gauge steel and the roof to be ten <br />(10) gauge steel. The unit bid by Zent's is ten (10) <br />gauge for the hopper floor and eleven (11) gauge for <br />the roof. <br />3. Specifications call for the floor and side strength to <br />be a minimum of 150,000 P.S.I. The unit bid by Zent's <br />is rated at 100,000/80,000 P.S.I. respectively. <br />4. In the area of the ejection cylinder, specifications <br />call for a smooth floor. The unit bid by Zent's <br />provides a trough floor. <br />5. Specifications call for a 15,000 lb. lift for receiving <br />system. The unit bid by Zent's is only 12,000 lb. <br />Based on the needs for longevity, use, strength and the failure of <br />Zent's Truck Sales to meet the required specifications on the 25 <br />yard packer unit, Mr. Kruszynski noted that they are recommending <br />the acceptance of Hill Truck Sales total bid of $622,274.00 for <br />all six (6) units. Mr. Kruszynski further noted that these bids <br />were evaluated with no trade-ins being offered. It was noted that <br />
