16; <br />REGULAR MEETING APRIL 19, 1993 <br />Mr. Horton noted that the low bidder on the Dot Matrix - Narrow <br />Carriage Printer - 24 pin did not meet the minimum resolution <br />requirements. Additionally, the low bidder on the VGA Monitors <br />bid on an "all or nothing" basis. They did not want to stand by <br />this bid if they were not awarded the bid for the entire computer <br />system. <br />Therefore, Mrs. Mueller made a motion that the recommendations, as <br />outlined above, be accepted and the bids be awarded. Mr. Caldwell <br />seconded the motion which carried. <br />FAVORABLE RECOMMENDATION - VACATION OF CEDAR STREET, FROM NOTRE <br />DAME AVENUE WEST TO ST. LOUIS BOULEVARD <br />Mr. Leszczynski indicated that the Common Council has submitted to <br />the Board a Vacation Petition as completed by Mr. William T. <br />Hambling, Director of Project Management, Saint Joseph's Medical <br />Center, Inc., 801 East LaSalle Street, P.O. Box 1953, South Bend, <br />Indiana, by Mr. John B. Ford, 1800 Valley American Bank Building, <br />P.O. Box 4577, South Bend, Indiana, as Contact Person for this <br />Petition, to vacate the following street: <br />Cedar Street, from Notre Dame Avenue running <br />West to St. Louis Boulevard, for a distance of <br />approximately 756 feet <br />It is noted that the Board is in receipt of favorable <br />recommendations concerning this vacation from the Fire Department, <br />Police Department and Engineering Department. The Area Plan <br />Commission recommends denial of the Petition and no response was <br />received from the Department of Economic Development. <br />Board Attorney and Member Mary H. Mueller noted that the Petition <br />is legally in order. <br />Mr. Leszczynski advised that he believes this Petition should <br />receive a favorable recommendation from the Board as the closing <br />of Cedar Street will eliminate some dangerous intersections and <br />the traffic pattern can be better controlled around the hospital. <br />He noted that there have been traffic problems in the past and the <br />City has been working with the hospital to alleviate those <br />concerns. <br />Mrs. Mueller noted that there are a number of parking lots off of <br />this street and it is a dangerous area for motorists. She <br />further noted that the recommendation from the Area Plan <br />Commission indicates that the closing of this street would <br />interfere with the traffic pattern. <br />Mr. Leszczynski informed members of the Board that he believes <br />that the Department of Economic Development would recommend <br />against the closing of this street. Further, the Fire Department <br />and the Police Debarment have no objections to this vacation as <br />long as they have access and ambulances have quick easy access to <br />the emergency room. Mr. Leszczynski noted that the hospital did <br />initiate this Petition and he is sure they will look at the <br />emergency room access situation and it will be resolved by the <br />hospital. Mr. Leszczynski further advised members of the Board <br />that Cedar Street is not that important of a through street. <br />Board Attorney and Member Mary H. Mueller advised that she will <br />defer to the Engineering Department's recommendation concerning <br />this matter. <br />Therefore, Mr. Leszczynski made a motion that the Board forward to <br />the Common Council a favorable recommendation concerning this <br />vacation. Mr. Caldwell seconded the motion which carried. <br />
