REGULAR MEETING APRIL 12, 1993 <br />It is noted that the Board is in receipt of a letter from Mr. <br />Dwain Carden, New Wings of Faith, 320 West Jefferson Boulevard, <br />South Bend, Indiana, requesting that the Board transfer to them <br />the City -owned property located at 1514 Fellows Street. 'Mr. <br />Carden stated that they wish to acquire this property and maintain <br />ownership for a minimum of one (1) year for the purpose of <br />conducting a low income housing development project. The home <br />would be made available for lease to a low income individual(s) <br />for a minimum of one (1) year while the individual prepares for <br />home ownership. <br />Mrs. Mueller informed members of the Board that this is another <br />parcel of property which the City acquired from the County. The <br />New Wings of Faith Church is interested in developing this <br />property for affordable low-income housing. Mrs. Mueller noted <br />that the appropriate Resolution transferring this property to the <br />New Wings of Faith has been prepared and submitted to the Board <br />today for approval. Therefore, Mrs. Mueller made a motion that <br />the Resolution be adopted. Mr. Caldwell seconded the motion which <br />carried and the following Resolution No. 21-1993 was adopted: <br />RESOLUTION NO. 21-1993 <br />A RESOLUTION OF THE BOARD OF PUBLIC WORKS <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />AUTHORIZING THE TRANSFER OF A CERTAIN PARCEL <br />OF REAL PROPERTY TO NEW WINGS OF FAITH CHURCH, INC. <br />WHEREAS, the City of South Bend, Indiana (hereinafter the <br />"City"), is the owner of a parcel of real property situated in the <br />City of South Bend, St. Joseph County, Indiana, and being more <br />particularly described as follows: <br />Key No. 18-7027-1092 <br />Lot 15 of the Indiana Avenue Addition to <br />the City of South Bend, Indiana, commonly <br />known as 1514 Fellows Street; and <br />WHEREAS, said real property was obtained by the City from St. <br />Joseph County from among the parcels held for the County Owned <br />Property Sale for the purchase price of One Dollar ($1.00) per <br />parcel, with the understanding that the City would use such <br />parcels for community and economic development purposes; and <br />WHEREAS, the care, custody and control of City -owned real <br />estate is vested in the Board of Public Works pursuant to I.C. <br />36-9-6-3 and 36-1-11-1, et seq.; and <br />WHEREAS, the New Wings of Faith Church, Inc. (hereinafter the <br />"Church"), an Indiana not -for -profit corporation meeting the <br />requirements of I.C. 36-1-11-1(a)(7), desires to obtain ownership <br />of the above -described real estate for the development of <br />affordable, low-income housing; and <br />WHEREAS, the use of said property for such purposes will be <br />beneficial to the community, and the City is willing to transfer <br />said property to the Church for the development of affordable, <br />low-income housing. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works <br />of the City of South Bend, Indiana, as follows: <br />1) The City shall transfer to the Church a parcel of real <br />property more particularly described as follows: <br />L <br />F <br />1 <br />
