REGULAR MEETING APRIL 12, 1993 It is noted that the Board is in receipt of a letter from Mr. Dwain Carden, New Wings of Faith, 320 West Jefferson Boulevard, South Bend, Indiana, requesting that the Board transfer to them the City -owned property located at 1514 Fellows Street. 'Mr. Carden stated that they wish to acquire this property and maintain ownership for a minimum of one (1) year for the purpose of conducting a low income housing development project. The home would be made available for lease to a low income individual(s) for a minimum of one (1) year while the individual prepares for home ownership. Mrs. Mueller informed members of the Board that this is another parcel of property which the City acquired from the County. The New Wings of Faith Church is interested in developing this property for affordable low-income housing. Mrs. Mueller noted that the appropriate Resolution transferring this property to the New Wings of Faith has been prepared and submitted to the Board today for approval. Therefore, Mrs. Mueller made a motion that the Resolution be adopted. Mr. Caldwell seconded the motion which carried and the following Resolution No. 21-1993 was adopted: RESOLUTION NO. 21-1993 A RESOLUTION OF THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE TRANSFER OF A CERTAIN PARCEL OF REAL PROPERTY TO NEW WINGS OF FAITH CHURCH, INC. WHEREAS, the City of South Bend, Indiana (hereinafter the "City"), is the owner of a parcel of real property situated in the City of South Bend, St. Joseph County, Indiana, and being more particularly described as follows: Key No. 18-7027-1092 Lot 15 of the Indiana Avenue Addition to the City of South Bend, Indiana, commonly known as 1514 Fellows Street; and WHEREAS, said real property was obtained by the City from St. Joseph County from among the parcels held for the County Owned Property Sale for the purchase price of One Dollar ($1.00) per parcel, with the understanding that the City would use such parcels for community and economic development purposes; and WHEREAS, the care, custody and control of City -owned real estate is vested in the Board of Public Works pursuant to I.C. 36-9-6-3 and 36-1-11-1, et seq.; and WHEREAS, the New Wings of Faith Church, Inc. (hereinafter the "Church"), an Indiana not -for -profit corporation meeting the requirements of I.C. 36-1-11-1(a)(7), desires to obtain ownership of the above -described real estate for the development of affordable, low-income housing; and WHEREAS, the use of said property for such purposes will be beneficial to the community, and the City is willing to transfer said property to the Church for the development of affordable, low-income housing. NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works of the City of South Bend, Indiana, as follows: 1) The City shall transfer to the Church a parcel of real property more particularly described as follows: L F 1
