<br />Parkway in the second phase, between Mayflower Road and Kenmore Street. The lighting system
<br />is owned by the City, and the City's Bureau of Traffic and Lighting will perform all the maintenance.
<br />The electricity will be metered and charged on Tariff SLCM (Street Lighting, Customer -Owned,
<br />Metered). Therefore, upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and
<br />carried, the Agreements were approved and executed.
<br />PROGRAM - PHASE 1 -DIVISION OF EQUIPMENT AND PURCHASING SERVICES
<br />Mr. Leszczynski advised that the Board is in receipt of a Proposal for the development of a
<br />comprehensive Environmental Management Program between Triad Engineering Inc., 4410
<br />Executive Boulevard, Fort Wayne, Indiana, and the City of South Bend. It is noted that this Proposal
<br />is in the amount of $28,500.00. It is further noted that services to be provided include developing
<br />a program that will identify, quantify, and respond to the environmental risks associated with
<br />materials, processes, and equipment. Therefore, upon a motion made by Mr. Caldwell, seconded
<br />by Mrs. Manier and carried, the Proposal was approved and executed.
<br />APPROVE CHANGE ORDER - EDISON WATER TREATMENT PLANT - MADDOX
<br />INDUSTRIAL CONSTRUCTION
<br />Mr. Leszczynski advised that Mr. John Stancati, Director of Water Works, has submitted Change
<br />Order No. 1 indicating that the Contract amount be decreased $1,820.00 for a new Contract sum
<br />including this Change Order in the amount of $2,420,180.00. Upon a motion made by Mr. Caldwell,
<br />seconded by Mrs. Manier and carried, the Change Order was approved.
<br />APPROVE CHANGE ORDER - COLLEGE FOOTBALL HALL OF FAME
<br />Mr. Leszczynski advised that Mr. R.A. Dieringer, Verkler, Inc., 4406 Technology Drive, South
<br />Bend, Indiana, has submitted the following Change Orders, and recommended approval.
<br />Reinke Construction Increase $ 290.46 New Contract Sum $367,014.46
<br />Reinke Construction Increase $ 378.01 New Contract Sum $367,392.47
<br />Colip Electric Corp. Increase $11,452.00 New Contract Sum $530,485.00
<br />Colip Electric Corp. Increase $ 645.00 New Contract Sum $531,766.86
<br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and carried, the Change Orders
<br />were approved as outlined above.
<br />AWARD BID - POLICE DEPARTMENT RADIO UPGRADE
<br />Mr. Allan W. Miller, Director, Bureau of Communications, advised the Board that on October 17,
<br />1994, bids were received and opened for the above referred to equipment. After reviewing those
<br />bids, Mr. Miller recommends that the Board award the contract to Shearer Communications, Inc.,
<br />South Bend, Indiana the amount of $91,902.00. It is noted that Shearer Communications, Inc. was
<br />not the lowest bidder. The bids of D&L Communications, 3512 Cavalier Drive, Fort Wayne,
<br />Indiana, and J&K, 2225 S. Tower View Drive, Columbia City, Indiana, the low and second -low
<br />bidders, fail to meet specifications in several respects. The following conclusions were provided to
<br />the Board:
<br />Recommendation:
<br />1. Reject J & K's bid as their equipment does not meet all published specifications, with no
<br />exceptions requested, and it is felt the system bid will not meet requirements for public safe
<br />use.
<br />2. Reject D & L's bid as their equipment does not meet all published specifications, with no
<br />exceptions requested, and the satellite receivers that were bid will probably be discontinued
<br />the first quarter of 1995.
<br />3. Both ERS and Shearer's proposals utilized identical equipment which met all
<br />published specifications without exceptions.
