249 REGULAR MEETING MAY 9. 1994 APPROVE PROPOSAL - MUNICIPAL SERVICES FACILITY FUEL FACILITIES Mr. Carl P. Littrell, Director, Division of Engineering, advised that on behalf of the Division of Equipment Services, he would request approval of a Proposal from EIS Environmental Engineers, Inc., 1701 North Ironwood Drive, South Bend, Indiana, to conduct a review of the plans and specifications for new fueling facilities and removal of the existing fuel facilities to assure compliance with environmental regulations and building codes. Mr. Littrell noted that the cost for these services will be approximately nine hundred dollars ($900.00) to enter the bidding phase for the new facility installation and removal of the old system. The Proposal also sets terms for engaging EIS Environmental Engineers for consultation concerning environmental aspects during the actual construction on an as needed, if needed basis. Mr. Leszczynski noted that EIS will conduct a soil analysis to determine if any problems exist. Mrs. Manier made a motion that this Proposal be approved. Mr. Caldwell seconded the motion which carried. ADOPT RESOLUTION NO. 14-1994 - FIXING RATES AND CHARGES TO BE COLLECTED FOR THE PARKING OF VEHICLES AT MUNICIPALLY OPERATED PARKING FACILITIES Mr. Leszczynski noted that the Board is in receipt of a Resolution which fixes the rates and charges for fees at the City's parking garages. He noted that this Resolution, for ease of operation, eliminates the different group rates and lowers some rates. Mrs. Manier made a motion that this Resolution be adopted. Mr. Caldwell seconded the motion which carried and the following Resolution No. 14-1994 was adopted: RESOLUTION NO. 14-1994 A RESOLUTION OF THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, INDIANA FIXING RATES AND CHARGES TO BE COLLECTED FOR THE PARKING OF VEHICLES AT MUNICIPALLY OPERATED PARKING FACILITIES WHEREAS, I.C. 36-9-11-7 authorizes the Board of Public Works to fix rates for municipally owned off-street parking facilities, subject to approval of the Common Council; and WHEREAS, the Director of Administration and Finance for the City of South Bend recommends, and the Board of Public Works for the City of South Bend hereby finds that it is in the best interest, fiscal and otherwise, of the City that the current tiered rate schedule for monthly parking privileges be replaced with a flat rate for monthly parking privileges in said facilities and that an incentive be given to encourage the use of said facilities during the summer months. NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works of the City of South Bend that the following monthly parking rates be established for the Colfax Street Parking Garage, the Jefferson Street Parking Garage, and the Wayne Street Parking Garage: SECTION I. The following monthly rates shall be charged for vehicles parked at City operated parking garages: Rate (a) Per vehicle, on a month -to -month basis $35.00 per mo.
