249 <br />REGULAR MEETING MAY 9. 1994 <br />APPROVE PROPOSAL - MUNICIPAL SERVICES FACILITY FUEL FACILITIES <br />Mr. Carl P. Littrell, Director, Division of Engineering, advised <br />that on behalf of the Division of Equipment Services, he would <br />request approval of a Proposal from EIS Environmental Engineers, <br />Inc., 1701 North Ironwood Drive, South Bend, Indiana, to conduct a <br />review of the plans and specifications for new fueling facilities <br />and removal of the existing fuel facilities to assure compliance <br />with environmental regulations and building codes. <br />Mr. Littrell noted that the cost for these services will be <br />approximately nine hundred dollars ($900.00) to enter the bidding <br />phase for the new facility installation and removal of the old <br />system. The Proposal also sets terms for engaging EIS <br />Environmental Engineers for consultation concerning environmental <br />aspects during the actual construction on an as needed, if needed <br />basis. Mr. Leszczynski noted that EIS will conduct a soil <br />analysis to determine if any problems exist. Mrs. Manier made a <br />motion that this Proposal be approved. Mr. Caldwell seconded the <br />motion which carried. <br />ADOPT RESOLUTION NO. 14-1994 - FIXING RATES AND CHARGES TO BE <br />COLLECTED FOR THE PARKING OF VEHICLES AT MUNICIPALLY OPERATED <br />PARKING FACILITIES <br />Mr. Leszczynski noted that the Board is in receipt of a Resolution <br />which fixes the rates and charges for fees at the City's parking <br />garages. He noted that this Resolution, for ease of operation, <br />eliminates the different group rates and lowers some rates. Mrs. <br />Manier made a motion that this Resolution be adopted. Mr. <br />Caldwell seconded the motion which carried and the following <br />Resolution No. 14-1994 was adopted: <br />RESOLUTION NO. 14-1994 <br />A RESOLUTION OF THE BOARD OF PUBLIC <br />WORKS OF THE CITY OF SOUTH BEND, <br />INDIANA FIXING RATES AND CHARGES TO <br />BE COLLECTED FOR THE PARKING OF VEHICLES <br />AT MUNICIPALLY OPERATED PARKING FACILITIES <br />WHEREAS, I.C. 36-9-11-7 authorizes the Board of Public Works <br />to fix rates for municipally owned off-street parking facilities, <br />subject to approval of the Common Council; and <br />WHEREAS, the Director of Administration and Finance for the <br />City of South Bend recommends, and the Board of Public Works for <br />the City of South Bend hereby finds that it is in the best <br />interest, fiscal and otherwise, of the City that the current <br />tiered rate schedule for monthly parking privileges be replaced <br />with a flat rate for monthly parking privileges in said facilities <br />and that an incentive be given to encourage the use of said <br />facilities during the summer months. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Public Works <br />of the City of South Bend that the following monthly parking rates <br />be established for the Colfax Street Parking Garage, the Jefferson <br />Street Parking Garage, and the Wayne Street Parking Garage: <br />SECTION I. The following monthly rates shall be charged for <br />vehicles parked at City operated parking garages: <br />Rate <br />(a) Per vehicle, on a month -to -month basis $35.00 per mo. <br />
