- 169 <br />REGULAR MEETING APRIL 4, 1994 <br />The parking study indicated that a survey was conducted on March <br />29, 1994 from 7:00 p.m. to 11:00 p.m. Pursuant to ordinance <br />requirements, curb space must be occupied seventy-five per cent <br />(75%) of the time. Additionally, curb space must be occupied by <br />non-residents at least twenty-five per cent (25%) of the time. <br />It was reported that the Petition requested that the parking <br />spaces in front of 703 to 711 Leland be designated as restricted <br />parking. It was noted that both sides of the street, east and <br />west, are available for parking as there are no houses on the east <br />side of the street. There are sixteen (16) parking spaces <br />available. Nine (9) parking spaces are available on the west side <br />and seven (7) spaces are available on the east side. <br />The results of the study indicate that curb space was occupied <br />only thirty-nine per cent (39%) of the time. Curb space was <br />occupied by non-resident vehicles eighteen per cent (18%) of the <br />time. Therefore, the Petition has not met the criteria of the <br />ordinance and must be denied. <br />Mr. Leszczynski made a motion that the recommendation be accepted <br />and the Petition be denied. Mrs. Manier seconded the motion which <br />carried. <br />APPROVE TRAFFIC CONTROL DEVICE <br />Upon a motion made by Mr. Leszczynski, seconded by Mrs. Manier and`,. <br />carried, the following traffic control device was approved: <br />REVISED TO: CLOSE WASHINGTON STREET, EASTBOUND, FROM <br />MICHIGAN TO ST. JOSEPH <br />REMARKS: Effective April 5, 1994, due to <br />construction of the Hall of Fame project. <br />APPROVE CARNIVAL AND CIRCUS LICENSE APPLICATION <br />Mr. Leszczynski indicated that the Board is in receipt of an <br />application for a Carnival or Circus as submitted by Ms. Karolyn <br />K. Kunz, 56090 Currant road, Mishawaka, Indiana, on behalf of the <br />Potawatomi Zoological Society, Inc., for the Eberle Amusement <br />Company, 270 Washington Avenue, Peru, Indiana, to conduct a circus <br />at the Potawatomi Zoo on June 8-12, 1994. <br />Mr. Leszczynski noted that this application has been reviewed by <br />the appropriate City departments and bureaus and approval is <br />recommended. Therefore, Mr. Caldwell made a motion that this <br />application be approved. Mrs. Manier seconded the motion which <br />carried. <br />FILING OF ENVIRONMENTAL CLEAN-UP OF LOTS REPORTS <br />Mr. Leszczynski advised that the Department of Code Enforcement <br />has submitted two (2) lists containing twenty-two (22) City owned <br />and miscellaneous properties which were cleaned by the Department <br />from March 21, 1994 to March 23, 1994. Mr. Leszczynski made a <br />motion that the lists as submitted be accepted for filing. Mrs. <br />Manier seconded the motion which carried. <br />APPROVE CLAIMS <br />Mr. Kevin Horton, City Controller, submitted claims in the amount <br />of $780,768.01 and recommended approval. Mr. Leszczynski made a <br />motion that the claims be approved and the reports as submitted be <br />filed. Mrs. Manier seconded the motion which carried. <br />MA <br />
