AWARD BID - SOUTHEAST PARTNERSHIP CENTER SERVICE AREA - PROJECT NO 95-
11
Mr. Carl P. Littrell, Director, Division of Engineering, advised the Board that on October 2, 1995,
bids were received and opened for the above referred to project. After reviewing those bids, Mr.
Littrell recommends that the Board award the contract to Walsh and Kelly, Inc., 24358 State Road
23, South Bend, Indiana, in the amount of $69,887.00. Mr. Littrell stated that Bedrock Inc., 128
Mick Court, Mishawaka, Indiana, submitted a bid on Form 96, but omitted the Proposal, and
recommended that the bid be rejected. Additionally, the specifications for the project are somewhat
ambiguous as to their intent for the scope of work for Item 17, `B" Borrow", of the Proposal. The
proposal listed it as per square yard. Two of the bidders noted on their proposal that they were
bidding per cubic yard, and the apparent low bidder did not. For the purpose of bid comparison,
the Division of Engineering adjusted the proposal prices to reflect a per square yard pay item, which
is shown on the tabulation. The Division of Engineering also compared the bids with the prices as
written, per square yard, and adjusted, per cubic yard, and found that these changes did not affect
the ranking of the total bid amounts. Engineering then consulted with the lowest bidder and
ascertained that he had implied our intent from the specifications and would be happy to receive the
award at the unit price bid, per square yard. Therefore, Mrs. Manier made a motion that the
recommendation be accepted and the bid be awarded as outlined above. Mr. Caldwell seconded the
motion which carried.
Mr. Littrell recommended that the Board award the contract to Insituform Midwest, Inc., 12907
Main Street, Lemont, Illinois, in the amount of $306,733.77. This amount includes a 5.5% discount
