Brown, President <br />Non -Collusion Affidavit was in order <br />Non -Discrimination Commitment form was completed <br />Five per cent (5%) Bid Bond was submitted <br />BID: $23,281.00 <br />OCTOBER 9, 1995 <br />Upon a motion made by Mrs. Manier, seconded by Mr. Caldwell and carried, the above bids were <br />referred to the Division of Engineering for review and recommendation. <br />AWARD BID - SOUTHEAST PARTNERSHIP CENTER SERVICE AREA - PROJECT NO 95- <br />11 <br />Mr. Carl P. Littrell, Director, Division of Engineering, advised the Board that on October 2, 1995, <br />bids were received and opened for the above referred to project. After reviewing those bids, Mr. <br />Littrell recommends that the Board award the contract to Walsh and Kelly, Inc., 24358 State Road <br />23, South Bend, Indiana, in the amount of $69,887.00. Mr. Littrell stated that Bedrock Inc., 128 <br />Mick Court, Mishawaka, Indiana, submitted a bid on Form 96, but omitted the Proposal, and <br />recommended that the bid be rejected. Additionally, the specifications for the project are somewhat <br />ambiguous as to their intent for the scope of work for Item 17, `B" Borrow", of the Proposal. The <br />proposal listed it as per square yard. Two of the bidders noted on their proposal that they were <br />bidding per cubic yard, and the apparent low bidder did not. For the purpose of bid comparison, <br />the Division of Engineering adjusted the proposal prices to reflect a per square yard pay item, which <br />is shown on the tabulation. The Division of Engineering also compared the bids with the prices as <br />written, per square yard, and adjusted, per cubic yard, and found that these changes did not affect <br />the ranking of the total bid amounts. Engineering then consulted with the lowest bidder and <br />ascertained that he had implied our intent from the specifications and would be happy to receive the <br />award at the unit price bid, per square yard. Therefore, Mrs. Manier made a motion that the <br />recommendation be accepted and the bid be awarded as outlined above. Mr. Caldwell seconded the <br />motion which carried. <br />AWARD BID - 1995 SEWER LINING PROGRAM <br />Mr. Carl P. Littrell, Director, Division of Engineering, advised the Board that on September 11, <br />1995, bids were received and opened for the above referred to project. After reviewing those bids, <br />Mr. Littrell recommended that the Board award the contract to Insituform Midwest, Inc., 12907 <br />Main Street, Lemont, Illinois, in the amount of $306,733.77. This amount includes a 5.5% discount <br />bid for award of all eight networks. Mr. Littrell stated that the voluntary alternate bids of Pipeline <br />
